As a Financial Management Analyst, you will:
Responsible for the financial management of the program activities including the planning, analysis, and evaluation of financial management functions in order to ensure the development of an optimal federal budget for the DOE Isotope Program (IP) Lead the development of the DOE IP budget from initiation through implementation. Provide advice to high-level management officials on overall budgetary policy and program direction and serves as spokesperson for the Office. Consult and negotiate with leading government and scientific personnel on sensitive issues and complex areas of importance to all involved parties. Specialized experience for this position is defined as:
Analyzing and evaluating financial data, preparing consolidated status reports of the financial activities, ascertaining potential or existing problems, and devising solutions to avert difficulties and other financial problems. Managing all budgetary documentation related to capital assets, information technology investments, budget formulation, major Items of equipment, and line Items of construction. Developing, identifying, and implementing policy and processes to improve the efficiency of financial operations. Meeting with management and legal counsel from industries, both domestic and international laboratories, industrial institutions and academic institutions to generate and maintain all memorandum of understandings and contracts. Knowledge of applicable legislation, statutes, regulations, policies, and procedures in order to develop policy documents, technical assistance papers, and other materials requiring in-depth expertise in financial theory, techniques, and methodologies that are relevant to the program Knowledge of the concepts, principles, practices, laws, and regulations of budgeting and/or financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the Department and/or between the office and programs of other Federal, State, and local governments, private industry, and large public organizations. Knowledge of agency and organization program goals and objectives sufficient to conduct comprehensive financial management studies. The purpose of these studies are to identify and devise solutions to problems where previous studies and techniques are inadequate. Ability to effectively communicate orally to serve as spokesperson for DOE in the broad financial areas of responsibility. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
