At the full performance level GS-11 the major duties of this position include all of the qualifications of the GS 9, and but are not limited to the following:
Interpret the scope of FOIA requests, including the identification of the types of records sought by the requester, the implementation of an initial review of the records to ensure that reasonable, properly documented searches are conducted for responsive records that are consistent with FOIA and DOI guidance. Providing information, and assistance to requesters on procedures, regulations, format and other technical matters involved in the preparation and processing of Freedom of Information Act/Privacy Act requests. Process and respond to FOIA requests utilizing office automation software and hardware tools to search, collect, and track responsive records, and to assemble, review, and prepare records for release that are accurate and compliant with the FOIA. Maintain accurate manual and electronic FOIA case files and perform periodic discarding of files in accordance with applicable records disposition schedules. Assist the Assistant Regional Director for Communications, Legislation, and Partnerships as needed with developing and improving FOIA processes that conform with the procedures and polices established by the DOI's Chief FOIA Officer. In coordination with staff from NPS Office of the Solicitor (SOL), prepare FOIA correspondence and serve as a liaison to external FOIA requesters and internal Regional parks and programs in resolving issues related to FOIA requests, processes, or procedures. Assist the Assistant Regional Director for Communications, Legislation, and Partnerships in managing correspondence through DTS, drafting, editing, submitting and tracking documents. GS 9 level Processing Freedom of Information Act/Privacy Act requests; reviewing and analyzing FOIA requests exercising discretion and judgment in the application of laws, regulations, and organizational practices; Analyzing a variety of records, ensuring release and disclosure of responsive documents adhere to applicable exemptions and/or exclusions; Redacting documents which include annotating appropriate FOIA exemptions on records; Liaison with offices and parks within the organization to provide advice and guidance on FOIA matters to facilitate responses to requesters; Maintain complete and accurate records and provide status reports; Performing research, analysis, and evaluations to determine whether documents requested are subject to release under FOIA and Organizational regulations; Preparing documentation for, and drafting responses to FOIA requesters with notifications of determinations; Insuring documentation of request processing provides all pertinent records and documentation to respond in a comprehensive manner to FOIA appeals and litigation. Duties will be developmental in nature when filled below the full performance level. All qualifications must be met by the closing date of this announcement-09/29/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. GS-09:
One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience included work that involved knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA). Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies OR successfully completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related OR a combination of experience and education. GS-11:
One year of specialized experience, equivalent to at least the GS-09 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience include full range of the Freedom of Information Act (FOIA) Program and reviews a variety of difficult FOIA requests, performs extensive information searches, reviews records, and develops comprehensive FOIA responses; and provides information to the Department's FOIA Officer, and the Solicitor's Office, including the Department's FOIA Appeals Officer, upon request. OR successfully completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree OR a combination of experience and education. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
