Accountant

As an Accountant, you will:
Assess, develop, and recommend new financial and accounting policies, principles, and procedures as well as revises existing guidance. Serve as a lead to address broad policy issues that have a major impact on the Department, its contractors, the Department of Energy (DOE), Office of Chief Financial Officer community, land the public. Provide expert technical guidance in the analysis and reconciliation of a wide variety of integrated accounts. Identify, develop, and recommend changes based on (a) accounting standards (Statements of Federal Financial Accounting Standards) issued by the Federal Accounting Standards Advisory Board (FASAB), (b) new or revised laws, (c) changes in General Accounting Office (GAO) policy and Comptroller General decisions, (d) changing requirements or Directives within the Department, (e) new or revised rules issued by other Federal agencies, including central agencies such as the Office of Management and Budget (OMB), Treasury, and General Services Administration (GSA), and (f) court orders. Research, interpret, analyze and evaluate existing financial data, rules, regulations and DOE policies to resolve issues and questions raised by the Department's management, integrated and other contractors, other Federal and oversight organizations, field offices, and representatives from the private sector. Recommend and implement the best approach to solving problems by giving consideration to the impact on the Department and its accounting and financial management functions that may be affected. BASIC REQUIREMENTS:
A. Degree:
Successful completion of a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR B. Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements shown above, you must also meet the Specialized Experience as described below. SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as:
Developing and recommending new policies, procedures to management to ensure effective and efficient financial management operations. Preparing analyses for financial audits and responding to audit findings to ensure compliance. Leading financial reviews. Knowledge of principles, procedures, methods, and skill in financial management, accounting and analyzing program/budgetary relationships related to annual, multi-, and no-year funding and specific aspects of organization's programs and projects to provide advice and independent recommendations to program officials and senior management. Ability in oral and written communication, including the ability to brief senior leadership on politically sensitive topics, rectify differing opinions and comments into a final product, and writing qualitative and quantitative narratives. Knowledge of Federal financial management requirements and procedures for budget formulation and execution and funds control to be able to develop, document and implement complementary accounting policies, procedures or guidance. Knowledge of finance accounting systems specifications and requirements sufficient to interpret the Federal requirements within the operating systems of the Department and to apply the interpretations to solve specific difficult and complex problems and to gather and analyze information related to Federal financial management including audit and internal controls. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Time-in-Grade:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
