PROJECT Overview:
The MCIOC provides operational support to Marine Forces (MARFOR) and to the Marine Corps and Marine Air Ground Task Force (MAGTF) and provides IO subject matter expertise in support of USMC IO advocates and proponents; enabling effective integration of IO into Marine Corps operations. The MCIOC is comprised of 150-170 full-time active duty Marines, Government Civilian and support personnel functioning as a centralized repository to provide the Commanders with focused IO planning and the ability to integrate full spectrum IO into all MAGTF operations. MCIOC mission and functional responsibilities include:
Perform the duties of Executive Agent for the Marine Corps Information Operations Program.
Form, train, equip and deploy IO and Military Information Support Operations (MISO) support teams.
Maintain a single, fused, and continuously accessible Marine Corps IO reach-back capability that is fully integrated with relevant information and analysis sources such as Joint, DOD, and other Government agencies.
Support the Marine Corps Advocate and Supporting Establishment in the development of IO and MISO personnel, equipment, and fiscal resources.
Sponsor the training, education, and retention of IO planners and MISO personnel in order to manage the USMC IO subject matter expertise.
Support Deputy Commandant for Combat Development and Integration (DC CD&I) in the development of IO doctrine and Deputy Commandant for Plans, Policies and Operations (DC, PP&O) with the development of IO policy.
Maintain functional relationships with all Joint, OSD, USG, and partner nation IO-related organizations.
To be considered for this position, applicants must have an active TOP SECRET DOD SECURITY CLEARANCE with a current SSBI (an interim clearance is not acceptable).
JOB DESCRIPTION AND
Responsibilities:
Provide Integrated Joint Special Technical Operations (IJSTO) support pertaining to all facets of the IJSTO administrative/security processes and associated IT and Hardware.
Attend meetings and doctrinal exchanges pertaining to IJSTO, including in-process reviews, command decision briefings, doctrine review committees and doctrine conferences hosted by other services, higher headquarters, and agencies.
Coordinate with HQMC PP&O/PL for MCIOC IJSTO requirements as required.
Provide technical support in development of innovative combat requirements satisfaction for the MCIOC primary customer base; i.e.; MAGTF, MARFORs, COCOMs and Naval Forces (NAVFORs)
Support MCIOC Operational planning requirements in support of diverse consumer audiences such as JOPES, MCPP and MDMP
Support to the Special Access Program (SAP) and Alternate Compensatory Control Measures (ACCM) environments
Provide daily maintenance and oversight of all IJSTO Security documents
Provides personnel support as required, i.e. read-ins read-outs and security briefing
Manages administration and documentation of required training requirements
Contributes to operational Planning teams support
Provide daily management and oversight of all IJSTO hardware including accountability and hardware operability assurance
Provide coordination with all IJSTO connectivity providers
Conduct daily interaction with Special Access Programs (SAP) and other special security managers
REQUIRED SKILLS AND
Qualifications:
Security Clearance: Current TS/SCI
Bachelors' Degree operations research or related technical field or 10
years of relevant experience in intelligence operations
3-6 years of integrated Joint Special Technical Operations (IJSTO) support
Support MCIOC operational planning requirements
DESIRED SKILLS AND
Qualifications:
Analytic training and experience in tactical operations, FISS, counterterrorism
Formal Intel training at DOD schools
Experience supporting Joint operational requirements
IT experience background
3 years of IO analysis experience
WORK LOCATION: Quantico, VA
