Summary:
Inspects PPSO shipments and carriers to ensure carriers are performing to standards IAW DoD 4500.9-R, Part IV: Joint Federal Travel Regulation (JFTR); Joint Travel Regulation (JTR); and other service-specific governing regulations.
Duties and
Responsibilities:
Provide Quality Assurance Inspector of Personal Property Shipments IAWDTR 4500.9-R Part IV.
Prepare correspondence, reports of inspections or investigations or recommendations for action.
Examine records, reports, or other documents to establish facts or detect discrepancies.
Monitor investigations of suspected offenders to ensure that they are conducted in accordance with constitutional requirements.
Assist with coordination personal property type packing and crating for overseas shipments of personal property.
Review Government Transportation Request (GTR), SF 1169
Coordinated and deliver support relative to the PPSO operation.
Collect, identify, evaluate, or preserve case evidence.
Inspect carriers to ensure compliance with contract specifications or legal requirements.
Coordinate with or assist law enforcement agencies in matters of mutual concern.
Testify at administrative proceedings concerning investigation findings.
Investigate applications for special licenses or permits, as well as alleged license or permit violations.
Inspect government-owned equipment or materials in the possession of private contractors to ensure compliance with contracts or regulations or to prevent misuse.
Recommend legal or administrative action to protect government property.
Preferred
Knowledge/Skills/Abilities:
Comprehensive knowledge Transportation Operational Personal Property Standard System (TOPS) and Defense Personal Property System (DPS).
Must have a thorough knowledge of DoD 4500.9-R, Part IV: Joint Federal Travel Regulation (JFTR); Joint Travel Regulation (JTR); and other service-specific governing regulations
Knowledge of the theory, principles and methods required to plan, track, and execute a transportation operation.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledge of business and management principles involved in planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
Conducting tests and inspections of products, services, or processes to evaluate quality or performance.
Motivating, developing, and directing people as they work, identifying the best people for the job.
Monitoring/Assessing performance of self, other individuals, or organizations to make improvements or take corrective action.
Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
Additional Position Information:
Associates Degree in Business or Management. Five (5) years' installation ITO operations and PPSO experience.
An equivalent combination of education and experience as identified above.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
