The Social Worker independently provides clinical psychosocial and case management to eligible veterans and their family members to meet biological, psychological, social services, and environmental needs. Their health care and psychosocial problems and needs are complex and require a high degree of clinical oversight and creative problem solving. The incumbent is required to interact not only with the patient but also family, significant others, community agencies and other staff. Individual's without a license to practice independently will function under the supervision of a Licensed Independent provider (LIP).
Incumbent interviews veterans and their family members/significant others to establish facts about the veteran's situation, presenting problems and their causes, and the impact of such problems on the veteran's functioning and health as part of a comprehensive psychosocial assessment. Interprets and explains VA's treatment and benefit programs.
Incumbent reviews all data, subjective and objective, and makes a clinical assessment identifying needs and strengths. Effectively uses professional skill, objectivity, and insight. Uses advanced clinical training, insight, and experience to interpret data and to identifying viable treatment options. Assesses high risk actors, acuity, and need for services.
Incumbent has the ability to serve veterans who tend to have frequent and severe crises, lacks family or adequate community support network, has poor self-monitoring skills, frequently fail to comply with instructions and treatment, or has significant deficits in coping skills and requires continuing professional psychosocial support.
Incumbent completes psychosocial assessment using professional judgment and advanced social work skills. Incumbent evaluates veteran's situation assessing at-risk factors and develops a preliminary disposition plan. Incumbent involves veteran and family or significant other in all planning. Incumbent makes independent professional decisions and recommendations for any action necessary.
Incumbent independently concludes the appropriate action, even in instances where actions can have serious impact on the life of the veteran. These might include short-term or long-term nursing home placement. These decisions are based on advance clinical skills and professional judgment regarding the veteran's self-care capability, the family support system, the veteran's health care needs and possible consequences.

Basic Requirements:
a. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance within VA Policy.
b. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work _may not_be substituted for the master's degree in social work.
c. Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
d. Physical Requirements. Must met physical requirements for the position mandated by VA Directive and Handbook 5019.
e. English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
Preferred
Experience: A Licensed Clinical Social Worker (LCSW) is preferred.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations:
GS-9 Social Worker
The GS-9 is the entry level grade for the social worker and for social workers with less than one year of post-MSW experience who are not yet licensed or certified at the independent practice level.
Assignment: Individuals assigned at GS-9 social workers closely supervised as they are not yet functioning at the Independent practice level conferred by independent licensure or certification.
GS-11 Social Worker
The GS-11 fullperformance level requires completion of a minimum of 1year of post-MSW degree experience in the field of health care social work (VA or non-VA experience) and licensure or certification in a state at the independentpractice level.
Assignment. GS-11 social workers are licensed or certified to independently practice social work. They are assigned to all program areas, including inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, and geriatrics. Employees provide professional, independent social work services in the assigned area
