This position is located in the Base Contracting Office of the Resource Management Branch. Its purpose is to serve as a Purchasing Agent and contracting information systems administrator. Incumbent is responsible for handling the most difficult purchases within the section in purchasing goods and services primarily through informal open market methods to include technical items involving nonlocal sources of supply; preparing requests for special design items to include local manufacture; contracting for required services; and developing, implementing, maintaining, and training user personnel in the Base Contracting Automated System (BCAS). Serves as the main point of contact for the Contracting Office in communications with the National Guard Bureau (NGB), maintenance vendors, SSC/SMLC (Support Center, Gunter AFB) and other functional areas of the Air Base for the purpose of coordinating the full implementation and operation of the BCAS data system. Exercises limited warrant authority (typically $25,000) in carrying out Purchasing Agent responsibilities.

ALABAMA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED:This is an excepted position that requires membership in a compatible military assignment in the Alabama Air National Guard. AREA OF CONSIDERATION FOR THIS ALABAMA AIR NATIONAL GUARD POSITION:
AREA 1: All permanent Alabama Air National Guard civilian excepted technicians currently employed.
AREA 2: All Drill Status/M-Day members of the Alabama Air National Guard.
AREA 3: All U.S. citizens eligible for membership in the Alabama Air National Guard. -- Purchases a variety of goods and services in support of Air National Guard requirements. Inputs data via BCAS to update vendor, stock item, accounting data, names and address files. Inputs information into BCAS for various acquisition reports.
Screens requests for procurement of supplies and services to determine type of procurement action required. Determines if purchase requests from requiring activities are adequate and sufficient for purchase and if small business/small purchase set-aside is appropriate.
Researches publications to determine if items are available through preferred supply sources such as Federal Supply Schedules (FSS), Federal Prison Industries, Blind and Severely Handicapped, small business set-aside or other specified sources of supply.
Selects method of purchase (e.g. Imprest Fund Transaction, Credit Card Transaction, Blanket Purchase Agreement, Call, or Purchase Order). Applies Buy America Act evaluation criteria to small purchases. Issues delivery orders against FSSs and indefinite delivery contracts.
Prepares Request for Proposals (RFPs), Request for Quotations (RFQs), Invitation for Bids (IFBs) and selects sources in purchasing items or services. Evaluates and conducts price analysis of each response to solicitation taking all factors into consideration including prices, transportation, handling charges, delivery dates, quality of products and discount rates in making award decisions.
Negotiates for services such as copier, computer and aircraft maintenance, billeting, dry cleaning and laundry, food service, etc. Discusses with potential suppliers matters of price, discounts, and delivery provisions.
Contacts users to clarify requirements or to suggest substitutes, or suppliers to give and receive information about new items, new supply sources, prices, and item availability; explain specific requirements, regulations and procedures; obtain essential items or services within short deadlines; and question price quotations which appear to be unreasonable.
Determines the need for and establishes Blanket Purchase Agreements (BPAs). Determines mandatory and optional provisions and contract provisions and clauses to be included in BPAs and conducts reviews.
Evaluates vendors progress towards meeting small purchase delivery and performance requirements. Identifies failures in compliance with contract provisions in small purchase. Notifies small purchase vendors of delinquencies or quality deficiencies.
Monitors work in progress, maintains surveillance on the status of work, makes day-to-day adjustments to work assignments in accordance with priorities, coordinates on special program requirements, and advises supervisor as to the status of assigned work, performance, and training needs.
As BCAS systems administrator, directs, performs, and monitors the operation and maintenance of the system. Advises the Contracting Branch Chief on system technical matters. Analyzes system outputs to evaluate data flow and reporting integrity.
Trains field and office employees in the operation and maintenance of system equipment. Develops and maintains a variety of user training information such as step-by-step procedures for use in new programs, patterns control operator manual, system recovery manual, standard operating procedures (SOPs), and updates as required.
Identifies the cause of and means of recovery from operational failures.
Performs interface processing with other interrelated application programs such as the Accounting and Finance and Supply Interface systems. Troubleshoots problems that periodically arise in connection with these interrelated application programs.
Performs administrative utilities management as required to update the database in connection with current vendor information, accounting data, access security, Federal Stock Class (FSC)/buyer and address maintenance.
Serves as the Automated Data Processing System Security Officer (ADPSSO). Develops systems security procedures and internal controls in accordance with current security regulations.

Experience: Experience education or training in clerical, administrative or technical work which demonstrated knowledge of purchasing procedures, practices, or regulations; or experience which demonstrates ability to meet and deal satisfactorily with others.
SPECIALIZED
Experience:
GS-07: Must have at least 12 months experience, education or training using a variety of purchasing procedures to acquire supplies, services, furniture and equipment. Experience with awarding and signing routine purchase contracts. Experience applying previously acquired procurement training to make open market awards for supplies and services.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS), Army Federal Acquisition Regulations (AFARS), and National Guard Federal Acquisition Regulations (NGFARS), sufficient to negotiate, award, and administer purchase orders and diversified contracts. Requires knowledge of cost and pricing analysis. This extensive body of regulations must be applied accurately and requires extensive training and experience to use properly.
Knowledge of standard procedures and operating instructions in the contracting field sufficient to process specialized purchasing actions. This includes receiving and reviewing purchase requests, surveying and determining available services and sources of supplies, initiating solicitations, analyzing quotations, utilizing discounts, delivery acceleration, methods of shipment such as origin or destination, interpreting contracts and clauses and performing other actions in support of the overall mission.
Knowledge of the mission of various components of the organization in order to understand and acquire the specialized requirements for goods and services and to be able to prepare appropriate contract terms and solicitations with the appropriate terms and clauses.
Knowledge of the operation of application purchasing software necessary to perform assigned studies and projects, specialist duties and coordination of systems utilization.
Knowledge of complex relational data base management application programs to include data base structures, record fields, files and the coding required to manipulate the data within those files to search, calculate, display and print existing data in a designated output format.
General knowledge of applicable computer operating systems (UNIX,
MSDOS, etc).
Substitution of Education for Specialized
Experience: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
