The Senior Software Engineer manages the application software lifecycle for complex business applications with little or no guidance. Responsibilities include conceptual and detail design, development, testing, deployment and documentation of applications within a production environment. Lead project management functions include task assignment to other developers. The Senior Software Engineer leads the development and maintenance of the technology environment and departmental systems, and in the programming, testing and documentation standards. She/he works under the general direction of the Software Engineering Manager or Scrum Master, Information Systems and has moderate responsibility for project and issue management. In addition, there is limited responsibility for business development and client relationship management.

RESPONSIBILITIES
Designs and develops complex applications in Complex data driven Web and Windows environment.
Manage programs including data conditioning and decision-support systems, desktop database publishing and other database marketing applications.
Develops and executes unit tests and integration tests.
Develops end-to-end solutions of low to high complexity.
Researches and develops new technologies and best practices.
Develops supporting application and process documentation for client and internal applications conforming to Agile Scrum.
Supports the Build Master / Release Manager to automate and deploy applications in a production environment.
Provides end-user training on application usage.
Leads development effort and assists in project management for new development efforts with assigned accounts.
Functions as primary technical contact for clients and departments for assigned accounts.
Performs necessary analysis, including complete development of functional specifications.
Develops system designs and requirements definitions.
Provides time quotations on complex application development work.
Assist in sprint/project cost estimations
Ensures existing applications consistently perform as specified, within quality standards, within budget and per schedule.
Directs assigned technical staff and contractors, and evaluates staff/contractor performance on a per-project basis.
Acts as a technical advisor to other personnel in the Software Development Department.
Acts as an advisor for other department personnel in accomplishing project goals.
Provides assistance and mentoring to other personnel in the Software Development Department as required.
Understands and operates under departmental systems, programming, testing and documentation standards; assists in the development of departmental standards.
Supports departmental tactical and strategic planning.
QUALIFICATIONS
This position requires a Bachelor's degree and a minimum of 7 years of technical programming experience, or a relevant combination of education and experience.
Expert level of proficiency developing end-to-end business applications using the recent versions of the following tools and languages:
TSQL (Microsoft SQL Server)
Microsoft Visual Studio
.NET Framework
ASP.NET (Web Forms, MVC)
C#, SQL
Object-Oriented design and development
SOA (Web Services or WCF Services)
Understanding of System Development Lifecycles including Agile Development (Scrum or Test-Driven Development)
Ability to understand high-level architecture and design content, and how it relates to implementation and deployment
Excellent knowledge of and experience in using common design patterns
Excellent ability to develop solutions which integrate various distributed systems, services and products
Ability to perform requirements definition and analysis, and to define and develop functional/technical specifications
Ability to estimate effort on proposed application development projects
Ability to participate in development of internal standards, operating procedures and planning
Proven ability to work independently with limited supervision and with other department personnel.
Proven ability to lead development efforts
Excellent time and priority management ability
Excellent problem-solving/analytical abilities for solving program software logic conditions
Excellent verbal, written and listening communications skills
Very strong English language skills
Full front to back Web Development experience.
