Introduction:
The Johns Hopkins University Applied Physics Laboratory is seeking an experienced government contracts attorney for an Associate General Counsel position in the Office of Counsel.
Job
Summary:
The Associate General Counsel will be a member of the legal team in the Office of Counsel, and will work closely with other Office of Counsel staff and other business functions in the organization to provide legal advice to management on contracts and business issues integral to the organization's operations. Reporting to a Deputy General Counsel, duties will include proactively providing legal advice related to government contracts, defense of APL in external investigations, administrative complaints and litigation, interpretation of laws and regulations, leading problem resolution, representing the organization to outside entities, delivering critical communications and training, and developing policies and procedures.
Duties:
1. Advising contracts/subcontracts organizations on federal (FAR, DFARS, etc.) and state laws and regulations, government contracting policies, commercial contracts and purchase orders, contract cost principles, requests for proposals, flow downs and contract clauses, grants, statements of work, organizational conflict of interest issues, non-disclosure agreements, MOUs/MOAs, and teaming agreements. 40%
2. Provide legal advice to management on business issues integral to APL operations. 30%
3. Supporting/leading defense of APL in external investigations, administrative complaints and litigation. 10%
4. Representing APL to outside agencies/entities. 10%
5. Developing and delivering communications and training, and reviewing and developing policies and procedures. 10%

## Qualifications

Qualifications:
JD from an ABA accredited law school, admission to practice in one or more jurisdictions, and minimum 8-10 years of legal experience, 5 of which should be in government contract law with a law firm, corporation and/or government agency.Substantive knowledge of federal (FAR, DFARS, etc.) and state (especially Maryland), government contracting policies, commercial contracts and purchase orders, contract cost principles, experience with reviewing/modifying/drafting/negotiating requests for proposals, prime contracts, subcontracts, flow downs and contract clauses, grants, statements of work, organizational conflict of interest issues, non-disclosure agreements, MOUs/MOAs, and teaming agreements. Prior experience in labor and employment law and/or other substantive areas of law in government contracting environment is also desired.
Strong research, writing and verbal communication skills; ability to translate difficult legal principles into practical business solutions; strong organizational skills and ability to establish priorities among a wide variety of projects; ability to work independently and as a team player; ability to work closely with a wide variety of staff of diverse backgrounds and levels; ability to form and lead teams, including all levels of management and technical staff both within the organization and in government agencies; sound judgment, professional demeanor, good work ethic and business acumen.

Applicant selected will be subject to a Government security investigation and must meet the eligibility requirements for access to classified information and have an existing or ability to obtain and maintain a Secret or above security clearance. Eligibility requirements include US citizenship.
