The Export-Import Bank of the United States (Ex-Im Bank) is the official export credit agency of the United States. Ex-Im Bank's mission is to assist in financing the export of U.S. goods and services to international markets. The incumbent of this position serves as Loan Specialist (Portfolio Analyst) in the Project & Corporate Portfolio Management (PCPM) group of the Asset Management Division in the Office of the Senior Vice President and Chief Financial Officer of the Export-Import Bank of the United States, and reports indirectly to the Managing Director, PCPM.
The PCPM group is responsible for monitoring the Bank's portfolio of project finance and large corporate borrowers as well as restructuring troubled/distressed assets. These assets include transactions originated under the Bank's guarantee, direct loan, and insurance programs. The group provides pre-default and post-default credit monitoring; asset protection and liquidation services for assets pledged as security, and risk rates all borrowers in its portfolio on at least an annual basis.
U.S. Citizenship Background and Security/Suitability Investigation Random Drug Testing You may be required to serve a probationary period This position is located in the Project & Corporate Portfolio Management group, Asset Management Division (AMD) in the Office of the Chief Financial Officer. Project & Corporate Portfolio Management is responsible for monitoring the Export-Import Bank of the United States portfolio of project finance and large corporate transactions, including support of AMD's Special Asset Control Group with respect to the restructuring of such debt when it becomes a distressed asset, and risk rates all assets on at least an annual basis. The primary responsibility of the position is to provide support to Portfolio Managers in their daily tasks of overseeing the individual borrowers within their respective portfolios. Duties include, but are not limited to:
Collecting financial information provided by borrowers or guarantors, enter financial statements into a standardized spread format for comparison purposes, and then calculate ratios commonly used in financial analysis, using financial tools such as Moody's financial software, Bankscope and Bloomberg as in use from time to time by the Bank;
Conducting internet and library research on country developments, especially as they relate to the borrower's macro-economic operating environment and its impact on borrower debt repayment capacity, including currency movements, political developments, etc.;
Entering and maintaining borrower profile and financial covenant information into asset monitoring systems, excel-based spreadsheets and database programs;
Locating and assembling transaction closing documentation, and maintain hard copy and electronic filing systems;
Processing post-issue requests from borrowers for extensions, payment deferments, consents, waivers, and other modifications related to operative loans and guarantees;
Providing support, including financial modeling, with respect to the restructuring of non-performing assets, and;
Performing other duties as assigned.
Minimum
Qualifications:
A. A bachelor's degree or higher in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
B. Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
Specialized
Experience:
GS-11: To qualify for the GS-11 position, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level of GS-09. Specialized experience includes:
Knowledge and experience understanding financial statement, credit and risk analysis.
Knowledge of corporate finance, accounting and economics.
Skill in using financial instruments and markets (especially for Loan Specialists covering the large corporate and project finance portfolios).
Ability to use database and spreadsheet applications (e.g., Excel, PowerPoint), statistical software programs, and/or other financial management systems/computerized tracking models;
Ability to research issues independently; and writing business correspondence.
OR
If you are substituting education for experience to qualify for at this level, you must have have 3 years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree.
OR
If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.
GS-12: In addition to the specialized experience required above (GS-11), to qualify for the GS-12 position, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level of GS-11. Specialized experience includes:
Understanding financial statements, credit and risk analyses.
Ability to use database and spreadsheet applications (e.g., Excel, PowerPoint), statistical software programs, and/or other financial management systems/computerized tracking models to effectively plan, manage and analyze business information, interpret results, identify risks and trends.
Researching issues independently and developing actionable conclusions; and writing business correspondence and analytical reports.
Education cannot be substituted for experience at the GS-12 grade level.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
