This position is located in the U.S. Capitol Police (USCP), Office of Human Resources (OHR). The OHR is responsible for leading, planning, and coordinating the administration of a comprehensive human resources program for the USCP. This position serves as a Human Resources Specialist providing staffing, and classification advisory and consultant services to managers and employees of the USCP. You must be U.S. Citizen. Successful completion of a Background Investigation is required. Direct Deposit is required. Must complete a one year probationary period.

Serves as a technical expert, providing advisory services on the entire spectrum of recruitment issues, examination, and selection processes, regulations, and requirements not susceptible to treatment by accepted methods. Administers U.S. Capitol Police's recruitment and placement plan; utilizes USA Staffing to perform operational duties related to the identification of critical skill requirements, development and issuance of vacancy announcements, qualifications determinations, preparation of assessment/referral certificates, chairing/coordinating evaluation panels, and processing complete appointment actions; processes noncompetitive actions in accordance with applicable rules and regulations; and ensures that management and employees are kept informed of new changes in Human Resources policies, procedures, and programs. Conducts studies to develop responses to management officials on new requirements in recruitment and placement program operations, legislation, or agency regulations.
Participates in management meetings to discuss organizational changes, turnover, changes in skills requirements, position allocations/authorizations, and other issues impacting recruitment programs. Coordinates and implements a recruitment program designed to meet the staffing needs of the organization and one that is responsive to dynamic changes in mission and business practices brought on by complicating factors such as downsizing, technological advances, and competition in the labor market. Forecast long and short-range staffing requirements and develops recruitment strategies to fill positions. Researches, defines, and documents the best practices regarding external recruitment techniques in both the Federal and private sectors; assesses their applicability to the organization's short and long-term strategic goals; adopts and implements practices where allowed; and makes recommendations to senior management on policy and regulatory revisions where needed. Recommends policy and practice changes to strengthen and improve the staffing activities, strategies, and techniques, such as those required to recruit for skill areas in short supply in the local labor markets.
Services include advising supervisors in developing accurate position descriptions and assuming responsibility for their technical adequacy for classification purposes. Positions contain duties from more than one series or specialization and typically require cross-reference to one or more related classification guides or standards.
Collaborates with senior specialists throughout U.S. Capitol Police to ensure that the application of position classification standards is accurate and consistent. Compares positions to other like positions and to classification standards to ensure consistency in establishing compensation levels across a variety of employment programs. Shares analyses and determinations with peers; incorporates best practices and lessons learned into the standard work practices of U.S. Capitol Police classification program.
_Grade 10:_
Qualifying experience for the CP-10/GS-12 level includes one (1) year of specialized experience equivalent to at least CP-9 or GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as performing duties, advisory services, and consultation in the areas of position classification; AND recruitment and staffing functions utilizing an automated system, specifically USA Staffing.
_Grade 11:_
Qualifying experience for the CP-11 level includes one (1) year of specialized experience equivalent to at least CP-10 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as performing duties, advisory services, and consultation in the areas of position classification; AND recruitment and staffing functions utilizing an automated system, specifically USA Staffing.

This position is within the Legislative Branch of government. It is not a general schedule (GS) position. Civilian USCP employees are paid in accordance with an established pay schedule. They are covered by the same benefits as other branches of the Federal government including: health and life insurance, Thrift Savings Plan (similar to 401K plans), disability, leave programs, flexible spending accounts, long term care insurance, holidays, etc. Civilian employees are covered under Congressional retirement. Upon receipt of proper certification, sick leave balances will be transferred from other branches of the Federal government. As soon as you become a Federal employee, as a FERS employee, you can contribute up to $17,500 per year. You will receive agency-automatic and/or matching contributions up to the first 5 percent.
