JOB DESCRIPTION AND
Responsibilities:
The person in this position will provide program requirements management support to the OPNAV N96 Deputy for Weapons programs, OPNAV N96C. This support will include applying mission associated concepts, policies, requirements processes, and program guidance. It will also include working in the Joint Capabilities Integration and Development System (JCIDS), Planning, Programming, Budgeting and Execution (PPBE), and Department of Defense (DoD) 5000 processes.
Program support/Technical Advisor:
The person in this position will serve as the principal technical advisor and provide day-to-day on-site support including weekly program/project status updates and recommendations related to program cost, schedule and performance. They will identify issues and provide recommendations to achieve overall near-term and long-term goals.
Acquisition support (DOD 5000) & Requirements Support (JCIDS):
The person in this position will prepare briefs to support Flag level technical and financial briefings/meetings and major milestone decisions, including:
Review and/or assist in the development of acquisition strategies and plans.
Communicate program objectives to key high-level officials and project officers in those organizations that support the programs, and draft formal presentations and high level briefings (e.g., SECNAV, SECDEF) to support and defend programming proposals.
Participate in acquisition processes to include JCIDS processing and PPBE management of Navy Surface Combat capabilities.
Budget support (POM/PPBE):
The person in this position will assist in the development of proposals for Program Objective Memorandum (POM) budget cycles. They will identify, integrate and coordinate emerging and/or derived requirements into the POM cycle.
The person in this position will provide advice and guidance to various levels of stakeholders' leadership on development and defense of proposals for DoN, SECDEF, and Congressional priorities, in the allocation of resources to operating programs in accordance with policies and constraints.
REQUIRED SKILLS AND
Qualifications:
Five (5) or more years of experience in performing tasks related to planning, programming, budgeting and execution, in addition to applying mission associated concepts, policies, requirements processes, and program guidance.
Ability to interface with senior military officers and Government civilians to provide professional, informed reports on the status of work, recommendations for troubleshooting issues, and other IT network items. Reports may be in person, via email, or by phone.
Experience working in the Joint Capabilities Integration and Development System (JCIDS), Planning, Programming, Budgeting and Execution (PPBE), and Department of Defense (DoD) 5000 processes.
WORK LOCATION: Arlington, VA Estimated Salary: $20 to $28 per hour based on qualifications.
