MEMBERSHIP IN THE AIR NATIONAL GUARD IS REQUIRED: This is an Excepted Service position that requires membership in the Idaho Air National Guard as a condition of employment. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Loss of military membership will result in immediate loss of your full-time military technician position.

MAJOR DUTIES: (Detailed duties are on the Position Description available at the Human Resources Office)
The incumbent is responsible for numerous contracting transactions such as assisting and participating in contract negotiation for supply and services acquisition, and construction to include facility modification, rehabilitation, new construction, and facility maintenance. Assists with the total range of contracting actions from acquisition planning, solicitation actions, contract award, contract administration and contract closeout procedures.
Assists with pre-award, post-award, and contract closeout functions for a variety of supply, services, and construction contracts within the Air National Guard (ANG).
Contracting is established through sealed bidding procedures with some assignments involving negotiated small disadvantaged business program contracts, architect/engineer contracts and Job Ordering Contracting (JOC) delivery orders.
Assists in the development of, or initiates advance acquisition or contracting plan for projects.
At the public bid opening, may draft Abstract of Bids and serve as Bid Opening Officer. Determines the responsiveness of all bids and prepares Bid Opening Report for distribution to the organization requirements office.
Prepares and distributes award package consisting of signed and approved contracts and labor and authority letters. Coordinates or conducts the pre-construction/performance conference; acts as recorder and prepares the minutes. Prepares Notice to Proceed (NTP).
Maintains contract files. Enforces compliance with contractual requirements and monitors contract progress in relation to an established schedule in order to recommend and approve an appropriate established schedule and to recommend and approve appropriate progress payments to contractors.
Recommends the issuance of suspension of work or stop work orders, as necessary and negotiates equitable settlements for claims between the government and the contractor. If applicable, recommends that contracts be terminated for default or for the convenience of the government.
Coordinates contract completion/closeout including punch-list development and resolution, submission and acceptance of warranties, final inspection and acceptance, as built drawings, release of claims, final payment and construction contract evaluation.
May be required to perform Base Contracting Automated System (BCAS) Administrator duties in the absence of lower graded employees.
Performs other related duties as required.
GENERAL
Experience:
Positions in this series manage, perform, and administer purchasing and contracting functions for commodities, services, and construction. The work includes cost and price analysis, selection and solicitation of sources; preparation, negotiation, and award of contracts through formal advertising or negotiation procedures, and all phases of contract administration, termination or close out of contracts. This field involves soliciting bids and proposals, preparing, processing, awarding and administering contractual documents. Maintains records of obligations, bid deposits and miscellaneous purchasing transactions.
EDUCATION REQUIREMENTS:

1. A 4-year course of study leading to a bachelor''s degree with a major in any field;

2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.

The Defense Acquisition Workforce Improvement Act (DAWIA) dictates specific education, training requirements, knowledge and experience factors for Acquisition Corps Officers and individuals holding Contracting Officer positions above the simplified acquisition threshold must meet certain criteria. Groupings of education, training and experience standards provide the framework for progression in a career field and are used for the purpose of characterizing an acquisition officer's qualifications within a given career field.
SPECIALIZED
Experience:
Within your application package, you must explain how you gained the specialized experience required for this position. Applicants applying at theGS 07 level must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-7 position.
Applicants applying at the GS 09 level must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting course for a GS-9 position.
SUBSTITUTION EDUCATION FOR SPECIALIZED
Experience:
Effective October 1, 2000 the Department of Defense implemented Title 10, United States code, sections 1723 through 1733, that put a positive educational requirement on this series, however if an individual occupied a GS-1102 position with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, they are exempt from the educational requirement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
