This is a Recent Graduate position in the Pathways Program. Selected individuals are placed in a dynamic one year developmental program in the excepted service designed to lead to a civil service career in the Federal government. At the successful conclusion of this program, the agency may non-competitively convert individuals to a term or permanent position in the competitive service. Every day, our Government Information Specialist will perform a wide variety of duties relative to the FOIA/PA Program. Primary responsibilities include interpreting and applying FOIA/PA regulations. As a participant in the Pathways Recent Graduates Program, you will receive both formal and on-the-job training to develop the required knowledge and skill to successfully perform the duties of the position.
As a Government Information Specialist, you will process the full range of FOIA/PA requests received by the organization, from initial evaluation to final document release or denial. Your duties will include:
Receiving and processing FOIA/PA requests. Monitoring status and progress of each assigned case. Determining and obtaining necessary materials and documents. Analyzing FOIA/PA responses to ensure compliance with FOIA/PA laws, regulations and policies and ensure full responsiveness to the requests.
Planning and carrying out assignments and coordinating activities with general guidance from the supervisor. Coordinating work with staff and with staff of other Federal or non-Federal agencies. Completing projects, evaluations, reports and recommendations in compliance with requests and organizational goals and guidelines and effectively achieves intended objectives.
Use a personal computer, including work processing software, to utilize the FOIA/PA information processing system, access databases, spreadsheets and correspondence.
Use DHS/USCIS record systems, records policy and internal procedures to ascertain whether or not the records produced by the agency are complete. Responsible for interpreting and applying statutes and precedents that are ambiguous and broad in nature. Researching and analyzing legal issues involved in recommendations for agency action.
Ensuring documentation of requests processing and providing all pertinent records and documentation to respond in a comprehensive manner to FOIA/PA requests. Answer inquires and complaints from requestors and other officials regarding the status requests.
GS-7: You qualify at the GS-7 grade level if you possess one of the following: One (1) year of specialized experience equivalent to at least the GS-5 grade level in the Federal Government, which has equipped you with the skills needed to successfully perform the job duties. In addition to the requirements for the lower grade levels, you must also have experience performing the following duties:
Researching information contained in a computer system; researching the status and verifying perfected FOIA/PA requests; experience creating or processing FOIA/PA requests; experience planning and carrying out assignments and coordinating activities with other employees or supervisor; experience using a variety of software and program to process FOIA/PA request; OR
You may also substitute superior academic achievement for the experience required at the GS-7 level. You must have completed the requirements for a Bachelor''s degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society; OR
You may also substitute successful completion of one year of full-time graduate education for the experience required at the GS-7 level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. A course of study in business administration, public administration, law or related fields is qualifying. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours.
RECENT GRADUATE PROGRAM ELIGIBILITY:
To meet the Program requirements, you must have obtained a qualifying degree to include an Associates, Bachelor''s, Master''s, Professional, Doctorate, OR obtained a Vocational, Technical degree or certificate from a qualifying educational institution, within the previous two years. Preference eligible veterans who were precluded from applying due to to their military service obligation, begin their two year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date on which the degree or certification was completed.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
