Construction of the
Lake Charles Refinery
was completed in 1941 at a cost of $4.5MM. The refinery was originally designed to process 7,500 barrels of crude oil per day to supply high-octane aviation fuel to WWII war planes.
Through 60 years of upgrades, LCR now processes 239,000 barrels of crude oil per day most of which is heavy sour & some high acid synthetic crude. Each upgrade of the facility brought additional complexity and market advantages. Most recently, LCR completed a $300MM dollar project to meet clean fuels regulations.

The Construction Manger working with the Project Manager, will have overall responsibility for all home office and field based construction related activities. This will include developing the Construction Execution Plan, identifying any deviations from the agreed scope or premises of the project, assessing their impact and ensuring remedial action during the construction planning and execution. This position will be assigned a significant level of budgetary authority and accountability for the management and delivery of the Construction objectives in compliance with the Company Capital Project Management System (CPMS).
The Construction Manager plays a key project team integration role and is expected to be knowledgeable across all functional areas of the project. The Construction Manager should bring specialist skills in the bidding and award process and be competent in supervising all work associated with the assigned object(s) at both Contractor offices and at the Construction field offices. During the construction phase the Construction Manager, coordinates permitting activities, participates in Project Risk Management process and manages the Contractors efforts. The successful candidate will lead a multi-discipline team of field engineers and other functional specialists as required, and conduct all supervisory and motivational duties for the assigned team.
The Construction Manager is accountable for the safety, quality, integrity, timely completion and cost of the construction work. This includes assembly of the necessary project team Construction & Quality Control expertise, constructability reviews during design phase, tender and award of equipment, materials and construction contracts, contractor selection and prequalification, mobilization of personnel to site(s), ongoing management and supervision of construction, construction completion and preparation for commissioning.
Responsibilities May Include:
Safety - Authoring and implementing the site Safety Management System; delivering on pre-agreed site safety (and environmental) targets for Company and Contractor staff with emphasis on daily prejob planning and monitoring to insure continuous implementation of prejob plans.
Job Planning - Developing, authoring, and implementing the Construction Execution Plan, which details the construction contracting strategy, management systems and staffing through which the ''build'' will be completed.
Constructability - Influencing design engineering work to ensure accessibility inside battery limits ISBL and outside battery limits OSBL , sub-structures are arranged for efficient handling and lifting, and efficient use of yard space.
Mobilization - Complete specific tasks outlined in the prejob planning effort which includes implementing all logistical and Human Resource solutions associated with mobilizing site teams, including offices, Information Technology, transportation and accommodation arrangements, emergency evacuation procedures, and medical and recreational facilities.
Recruiting of site team - Organize to fit talents of personnel and recruit the construction team including discipline construction supervision in civil, structural, mechanical, welding, non destructive testing NDT , electrical, instrumentation, piping, coatings, insulation, fireproofing, pre-commissioning, rigging / heavy lifting disciplines and field staff within Health Safety and Environmental, QA/QC, materials control, logistics, project controls and contract administration functions.
Fabrication and Construction Contractor(s) Selection - Pre-qualifying candidate fabricators / contractors and major package assembly sites, compile scopes of work for contract documentation, lead bid evaluation work for construction contracts, review draft contract terms, and conduct bid clarification & kick-off meetings.
Quality Assurance/Quality Control - Implementing site QA/QC Management Systems and utilizing 3rd party specialist contractor services as appropriate.
Schedule Coordination and Implementation - Reviewing and approving of contractor''s schedules and planning basis (norms), leading weekly construction planning meetings, expediting vendors and construction contractors on a daily and weekly basis, ensuring veracity of progress statements, study weekly and monthly progress reports and specify and negotiate progress recovery measures with contractor as appropriate.
Budget - Verify construction contractors staffing aligns with the budget, study weekly labor reports and monthly cost reports to determine areas needing special attention and initiate changes to bring cost back into budget as necessary.
Change Management - Champion timely identification and approval of changes in the scope of work of construction contractors, including leading weekly change order review meetings.
Basic/Required:
Legally authorized to work in the United States
High School Diploma or GED
7 or more years of experience in construction management
7 or more years of experience working on major capital projects
1 or more years of experience with refinery turnarounds
Willing and able to be based at the project site, with flexibility to return to the home office as needed
Preferred:
Bachelor's degree in Engineering, Construction Management or equivalent training or education.
