Qualifications:
Two years of clerical, law enforcement, or customer service experience.
SUBSTITUTIONS:
College training may be substituted for the required experience on the basis of thirty semester hours for one year of experience.
Training in a business school or technical institute may be substituted for the required experience on the basis of one month of full-time training for one month of experience.

To administer and/or enforce the Louisiana Highway Regulatory laws and Vehicle Registration laws involving multiple program areas, and, as such, examines and evaluates documents for compliance of such laws as a trainee; OR to issue drivers licenses, identification cards, license plates and title registrations as a trainee in a field services office; OR to enforce federal and state laws and policies and procedures pertaining to driving and vehicle registration privileges which involve interviewing applicants and determining compliance or non-compliance to these laws as a trainee in a field services office.

Headquarters Multiple Program Unit:
Administers and/or enforces multiple federal and state laws and policies/procedures pertaining to driving and vehicle registration privileges which involve interviewing applicants, analyzing compliance or non-compliance to these laws, determining requirements and the collection of appropriate fees.
Communicates with persons through the formulation of written correspondence, telephone dialogue and/or walk-in customers after extensive research and evaluation of the drivers license and vehicle title and registration records.
Suspends, disqualifies, revokes or reinstates driving and registering/titling privileges; initiates appropriate police pickup orders.
Processes multiple transactions on-line to update Drivers License, Motor Vehicle and Driver Management records utilizing several computer systems and data sessions.
Prepares daily production report of activities and performance.
May evaluate files and issue motor vehicle permits to sell and dismantle, non-routine hold-harmless, glider kit, assembled, kit car and reconstructed titles; process applications for dealer transporter and manufacturer license plates; files claims with the Department of Revenue and against dealer surety bonds for monies owed the Department; record and remove stolen vehicle information; evaluate and process Official Report of Stored Vehicle Cards and furnishes storage facilities with owner/lien-holder information.
May cancel license plates removed by dealers/public; evaluate, issue and process chattel mortgage certificates, canceled/rescinded motor vehicle sales; request refund of sales taxes and fees; process lien termination/continuation statements; re-inscribe and cancel dealer floor plan liens.
May evaluate files for proper documentation in the issuance of various types of vehicle titles, compute sales/use taxes, determine type, cost and eligibility of regular and specialized license plates; cancel and/or record vehicle mortgages; calculate and determine proper disbursement of delinquent sales/use taxes; correct, suspend or recall titles/registrations.
May serve as an information source regarding procedures and resolve problems in the titling and registering of vehicles and drivers license issuance; evaluate and process all mail-in drivers licenses, identification card and valid-without-photo drivers licenses.
May evaluate compliance and/or fees with supporting documents required for reinstatement of suspensions/revocations of driving and/or registering privileges under multiple laws; take appropriate administrative and enforcement actions.
May process fees deposited in the Suspense Account through automated fee transactions; issue receipts and classify fees into correct accounts.
May evaluate and certify departmental records to be presented at administrative hearings and at court proceedings in response to subpoenas and petitions filed against the Department.
May evaluate court convictions, arrest reports, insurance certificates/cancellations, investigative reports, medical/visual statements or driver condition/behavior reports, and court orders for compliance or non-compliance with Drivers License statutes.
May issue and update On-Line Driving Records (ODR) or National Driver Records (NDR).
Motor Vehicle Field Services Function Issuance:
Interviews applicants for drivers'' licenses, identification cards and/or vehicle registrations; assesses the physical and mental condition of applicants.
Determines type of license required and reviews documents to determine the eligibility for and propriety of issuing the license.
Administers and grades vision, oral and/or written tests to applicants for drivers licenses.
Inspects vehicles for safe operation; evaluates the driving ability of applicants by administering a thorough road skills test designed to test the applicants driving skills.
Collects required fees.
Takes photographs of applicants for drivers license and/or identification card.
Determines and issues proper license plates and/or renewal stickers; issues 48-hour trip permits; collects fees, sales and use taxes as assessed on the transaction.
Provides written and/or oral communication to the public regarding motor vehicle and drivers license laws and requirements.
Operates equipment utilized in the records processing and management activities of motor vehicles which requires skill and dexterity in the manipulation of an alphabetic and numeric keyboard, processes and maintains records of drivers licenses, vehicle registrations, vehicle certificates of title and/or peripheral data and documents related to these issuances.
Physically lifts (and counts) boxes of license plates and other forms/paper used for drivers license and motor vehicle transactions with each box weighing approximately 25 pounds.
Motor Vehicles Field Services Functions--Reinstatement:
Enforces complex federal, state and agency policies to ensure conformance with established regulations concerning eligibility factors regarding compliance.
Conducts interviews for enforcement and eligibility of reinstatement of driving and registering privileges or non-compliance of the same.
Interprets, applies, and makes independent decisions on complex eligibility factors and determines compliance/non-compliance for reinstatement of driving/registering privileges. Informs applicants of requirements and procedures for eligibility regarding reinstatement of driving privileges.
Researches documents such as certified court minutes, certified bills of information, judgments, petitions, insurance policies, binders, applications, affidavits, bills of sale, donations, receipts of sale, etc., for compliance purposes. Analyzes and approves or disapproves motor vehicle documents to ensure enforcement compliance with Louisiana laws (Title 32) and federal law.
Computes reinstatement and/or administrative fees. Reconciles documents processed with monies received, responsible for balancing with no shortages; however, if short, employee must reimburse the shortage to the Department.
Acts as liaison on behalf of applicants in gathering documents and verification from insurance companies, insurance agencies, working in conjunction with the commissioner of insurance offices as well as courts, other law enforcement agencies, public officials, attorneys, other state agencies, etc.
Acts as witness in lieu of notary public legalizing documents regarding disposition of vehicles.
Records findings and recommendations for eligibility or non- eligibility and necessary correspondence for cases.
Conducts special investigations to resolve problem cases expediently and compiles documents for record keeping purposes.
Maintains confidentiality regarding all driving/registering records maintained by the department.
Testifies in court on cases concerning civil and criminal matters pertaining to driving/registering records.
Operates equipment utilized in records processing and management activities of motor vehicles that requires skill and dexterity in the manipulation of an alphabetic and numeric keyboard.
Upon notification by the computer, executes pick up orders for suspended drivers licenses, license plates and registrations.Estimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
