The Department of Behavioral Health (DBH) is looking for a self-motivated team player to coordinate the preparation and submission of federal grants applications and required report with DBH partners including Substance Abuse Treatment Y Prevention Block Grant (SAPTBG), Community Mental Health Services Block Grant (MHBG), Project to Aid Transition from Homelessness (PATH) and other federal awards received by DBH to ensure compliance with federal requirements and regulations.
Examples of Work:
This position will confer with federal project officers and needed. Review federal policies that relate to funding grants and supervises the implementation of those policies. Prepare and manage contracts as required. Coordinate and facilitate meetings for the State Advisory Committee for Substance Abuse and the State Advisory Committee for Mental Health. Develop agendas, communicates with respective chairs, contacts presenters to coordinate attendance and conducts orientation to new members. Review federal block grant requirements. Provide technical assistance to other DBH staff preparing contracts or sub-grant award documents on federal regulations and grant provisions. Supervises record maintenance of grants. Coordinates with other DBH staff to monitor, track and ensure specific restrictions and funding requirements are conveyed and applied by contractors and sub-recipients including documentation of monitoring activities.
Qualifications / Requirements:
REQUIREMENTS: Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, OR a related fiscal field, and two years experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work. Additional years of experience in the areas listed may substitute for the required education, on a year-for-year basis.
PREFERRED: Experience with economic and accounting principles and practices, analysis and reporting of financial data.
OTHER: Valid driver's license or the ability to provide independent authorized transportation.
Knowledge, Skills and Abilities:
Knowledge of: theory and practice of accounting principles, practices, methods, and procedures. Ability to comprehend and follow complex and technical procedures; to communicate effectively; to make relatively difficult mathematical computations; to analyze financial transactions. Ability to apply critical thinking by using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Ability to apply deductive reasoning by having the aptitude to apply general rules to specific problems to produce answers that make sense. Ability to apply inductive reasoning by combining pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events). Must be able to Communicate with persons outside organization which includes representing the organization to customers, the public, government, and other external sources. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
