Communications Specialist
NETE is looking for a highly motivated, energetic, flexible, organized, and detail oriented Communications Specialist to join our long-term, prime contract support team at the National Institutes of Health (NIH).
Responsibilities:
Plans and develops communication and outreach activities related to the DLR programs. Coordinates the dissemination of information that informs and educates the community about the DLR policies, programs, services, resources, and activities. Directs special events and other activities intended to develop interest in NIH DLR programs, including webinars, videos, receptions and other events as needed.
Provides the full range of support for DLR staff visits to scientific meetings as well as medical schools, universities, and other educational entities. Coordinates the production and use of outreach materials. This includes the design of promotional items, advertisement of events, registration, agenda and logistics, preparation of handouts, site setup, and coordination of other follow-up activities.
Manages DLR's Ambassador Program, which has nearly 1,500 members, consisting of present and past LRP participants who serve as local resource persons at their institutions. The Ambassador program serves as a bridge between past and future participants through the sharing of success stories, program experiences and application advice. In addition, the network offers professional development opportunities for alumni. LRP Ambassadors are uniquely positioned to recommend the Loan Repayment Programs and help ensure that qualified, emerging investigators continue to benefit from these opportunities. Since the network launched in 2010, LRP has created professional development webinars, hosted networking receptions and offered Ambassadors complimentary registration to the NIH Regional Seminars on Program Funding and Grants Administration.
Coordinates and maintains DLR social media account, including Facebook and Twitter pages. Coordinates outreach and DLR Help Desk activities. Makes recommendations regarding the development and modification of the DLR website. Updates and maintains DLR website, intranet, and portal contents to enhance understanding of the NIH LRPs. Coordinates internal and external event calendars. Manages DLR audience/stakeholder contact lists including, but not limited to distribution lists and LISTSERVS.
Evaluates new information technology developments to determine their applicability to and potential effectiveness for meeting DLR communications needs. Advises higher management on new developments, advancements, and techniques in emerging technologies.
Coordinates all outreach activities with participating ICs. Schedules and coordinates meetings of the LRP Policy Advisory Committee. Develops agenda and provides meeting support and facilitation.
Maintains contacts with other entities, such as the Association of American Medical Colleges (AAMC), and other professional and scientific organizations.
Develops innovative methods to effectively conduct LRP outreach activities. Writes, prepares, modifies, revises, and coordinates a variety of communication and educational materials for use in widespread outreach efforts. Collects, summarizes, and analyzes data to assess public reaction to material and products and advises DLR Director regarding modification for improvement to existing communications strategies. Develops, coordinates, disseminates, and markets specialized informational and educational materials and products regarding the DLR and the NIH LRPs.
Serves as the primary resource for assessing, planning, developing, coordinating, implementing, and evaluating existing, new, or novel communication strategies to increase national awareness of the NIH LRPs, including; information to the public, target audiences, policymakers, special interest groups, and comparable audiences through a variety of print and audio-visual media outlets. Serves as a subject matter expert to the NIH community on the appropriate use and application of LRPs.
Provides writing and editorial assistance with all external communications as well as reports and presentation materials used by DLR, OER, and NIH management. This includes electronic and oral information utilized to gain understanding and of the appropriate use and application of the NIH LRPs and affiliated program activities. Transmits public feedback to management so that programs may be modified, as needed. On behalf of DLR and NIH, addresses a variety of audiences and participates in meetings and conferences to promote the NIH Loan Repayment Programs. Conducts outreach and training at conferences, symposia, and other events and venues. Collects feedback and evaluates user requirements for data and information. Evaluates DLR communications activities and implements recommendations for improving program delivery.
Responsible for keeping the LRP web site current and fresh - including easy/intuitive navigation and organization.
Work with NIH Institutes and Centers to develop annual conference/exhibit schedules.
Manage and organize the LRP Intranet Site.
Assist with OMB clearances for LRP forms and surveys.
Requirements:
Must have a minimum of 5-10 years of comprehensive experience in marketing, writing/editing, public relations, event planning and communications management.
Experience with managing all social media (Facebook, Twitter, etc.)
Experience with developing LISTSERVS.
Experience developing infographics and PowerPoint presentations.
Experience with staffing of exhibits at conferences.
Experience developing agendas for Committee meetings including minute taking.
Must have a demonstrated ability to develop and carry out a comprehensive Communications Plan.
Experience with assessing and evaluating effectiveness of various communication strategies and methods including Google Analytics.
Familiarity developing and implementing a post-meeting/conference evaluation mechanism to assess value of attending each conference/meeting.
Must have a demonstrated ability to draft articles about loan repayment, such as press releases and success stories.
Experience with creating flyers, FAQs, fact sheets and other marketing materials.
Proven leadership, management, interpersonal and organizational skills.
Must possess excellent verbal and written communication skills.
Must have the ability to acclimate to challenging and diverse situations.
Must have a positive, proactive attitude.
Self starter that is able to work with little or no supervision
Some federal experience is a plus
Education: Bachelor's degree in Marketing, Communications or a related discipline; Master's preferred.
Location: Bethesda, MD NIH offices and NETE offices in the Washington Metro area.
Clearance: Applicants selected will be subject to a Public Trust Background Security Investigation and many need to meet eligibility requirements for access to sensitive information. United States Citizens or Permanent Residents only. Local candidates only.
Travel: Less than 25%. This position will require overnight travel, which may include up to 5 nights per year.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
