Bishop & Co. is seeking a Technical Writer for a part-time, 1 year W2 contract. This person will work onsite, assisting staff in writing performance work statements.

Statement of Work:

In coordination with end users, develop, write, and edit performance work statements (PWS) and evaluation criteria to be used to clearly define the governments objectives for a specific requirement. The Contractor shall performthe following tasks:

Assist staff in developing requirements for SOWs, clearly defining the requirement through specifications and work statements.
Review customer SOWsand recommend revisions or changes in scope, format, and content.
Assist in the development of budget estimates for proposed statement of work. The cost estimate is extremely important and should be as accurate as possible, it serves as the basis for reserving funds; and a yardstick against which the contract specialist and contracting officer can assess the credibility of the prices proposed, possible negotiate more reasonable prices. For
services
the following elements are generally required:
o Labor categories and hourly rate(s);
o An estimate of the number of hours needed by each labor category to accomplish the work;
o Other special costs not usually covered in overhead, such as equipment rental, and material costs;
o When travel and per diem costs for off0site travel are involved, identification of the :
Destination of travel;
Number of personnel involved; and
Total number of trips anticipated.
Maintain records and files of work and revisions.
Assist in laying out material for publication.
Arrange for typing, duplicationand distribution of material.
Complete the requisition package to include defining the technical requirement, estimating its cost, obtaining approvals when required, recommending other actions if appropriate.
Submit proposals to Fleet Services Contracting Office and work with Navy staff to ensure completeness of submitted materials. Provide liaison between CFE and FISC to ensure proper review and approval of proposals that result in timely contract award.

Qualifications:
Confidential Security Clearance Required.
Experience in developing, writing and editing performance work statements (POWs), and developing budget estimates for proposed SOWs.
Knowledge of the government contracting system and financial management systems.
Ability to work independently to complete deliverables in accordance with strict deadlines.

Period of Performance: March 15, 2014 - March 15, 2015

Schedule: Varied schedule based on requirements. An average of 10 hours/week is anticipated.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
