Departmental Overview
The University of California, Berkeley has established a jointly operated research and education institution with Tsinghua University, named Tsinghua-UC Berkeley Shenzhen Institute (TBSI), to operate the institute and associated research centers in Shenzhen, China, and in Berkeley, CA. Tsinghua University has consistently been ranked as one of the top three science and engineering universities located in the People's Republic of China. Tsinghua University is based in Beijing but also maintains a graduate school in Shenzhen, China. Shenzhen, a major economic hub of China, is the headquarters of several well-known major Chinese companies, an increasing number of which have or are developing presence in the US.
The vision of TBSI is to build a world-class transdisciplinary research and education institute that will establish an ecosystem for transformative and translational technology innovation to address larger global scale problems. Further, the institute will provide a unique fusion of cutting-edge academic research at Berkeley and Tsinghua with the entrepreneurial culture of high-tech Industry in Shenzhen and Silicon Valley. Research in TBSI is organized into distinct centers; the current centers being: Environment Science and New Energy Technology, Data Science and Information Technology, Precision Medicine and Healthcare. TBSI-Berkeley site is starting with 18 Berkeley Core Principal Investigators (Core-PIs) and PhD students, ramping up to double in size in the following two years and thrice in size in 5 years. Additionally, TBSI Berkeley will host Dual Masters Degree students who will pursue a M.Sc. degree from TBSI Shenzhen and M.Eng. degree from UC Berkeley.
TBSI reports to the Vice Chancellor for Research (VCR) of the University of California, Berkeley, who has the overall responsibility for the UC Berkeley's research endeavor and exercises primary leadership in research policy, planning and administration for the Berkeley campus which includes relations between the university and industry, research compliance, research communications and research support for the Berkeley campus. His administrative portfolio includes management of forty campus research units, twelve research museums and remote field stations, and research administration offices.
TBSI is managed by an Executive Director (ED), who reports directly to TBSI's Faculty Co-Director, who in turn, reports to the Vice Chancellor for Research. The main responsibilities of the Executive Director are to i) support the TBSI senior leadership at Berkeley in developing the Institute through strategy formulation, planning and execution; ii) represent TBSI senior leadership at Berkeley in the Institute's interactions with stakeholders, both on and off UC Berkeley campus, particularly with TBSI in Shenzhen, governing and advisory boards, funders, and member companies; iii) conduct fundraising to expand and sustain TBSI and support corporate members; iv) supervise and coach the TBSI program manager, who leads in the provision of support to students and visiting fellows and to the Berkeley core-PI's education efforts, as well as shares in the institute's day to day operations.
The Executive Director must be a leader who is able to work both at the strategic and hands-on execution level. This position requires a seasoned professional who is experienced in setting the agenda for an organization that is in the startup mode. The Executive Director must operate at a high level of independence and initiative in formulating strategies, fundraising, and oversee the design and execution of implementation plans to address the goals of TBSI at UC Berkeley.
This position includes regular interactions and coordination with individuals and organizations located in Asia, and thus, requires work outside the typical California work day/week.
Responsibilities
40% Establishes and manages the TBSI Corporate Outreach Program.
Develops and executes strategic plan for financing activities to meet yearly fundraising objective and ensuring ongoing sustainability of TBSI in Berkeley.
Identifies and cultivates prospective new industrial partnerships and funding sources, with a special focus on U.S. companies and Chinese companies with US presence for TBSI's research and education programs.
Maintains, cultivates, solicits, and stewards a portfolio of corporate partners.
Develops and coordinates with campus partners, such as Corporate and Foundation Relations colleagues in the College of Engineering and University Relations.
Develops, implements and adheres to policies regarding intellectual property in addition to negotiating and managing IP agreements and contracts, in coordination with IPIRA.
Coordinates the outreach efforts with TBSI at Shenzhen, when appropriate.
Coordinates varied and competing requirements associated with managing an innovative program in a university environment.
Negotiates and develops programs with corporations (Memorandum of Understandings and contractual agreements) in coordination with other campus units, like Business Contracts Office, Special Projects Office, and other relevant administrative units for the establishment of agreements and Memorandum of Understandings to further the research collaborations for TBSI.
Develops and maintains liaisons with the industrial advisory board, including organizing it annual meeting.
30% Works closely with the TBSI leadership to formulate program strategies and goals, directs long-term planning, and develops policies. Develops an implementation plan to enable in fulfillment of the TBSI objectives. Leads the execution including facilitating periodic and ad-hoc meetings, allocating Center resources, evaluation Center programs, personnel, and activities, and recommending course of action. Oversees the accountability and stewardship of TBSI and UC Berkeley resources (operational, financial, and human) through the development and implementation of procedures. Collaborates across multiple research units at UC Berkeley and Tsinghua. Assists Center Directors in their coordination of research efforts within and between university teams. Provides support to Berkeley core-PIs as they strive to achieve their TBSI research and education goals.
20% Fosters internal and external communications. Develops marketing collaterals, including brochures, and online presence. Develop content for the TBSI website to attract traffic. Develop newsletters and other communications venue in support of internal and external communications. Represents TBSI to the TBSI Governing Board, external stakeholders, and the public.
10% Supervise and support TBSI Project Manager whose responsibilities include support to students and visiting fellows and sharing the day to day administrative operations. Support performance management and promote professional and career development of the direct report.
Required Qualifications
Demonstrated expertise with program building within academic institutions, including expertise in administrative, operational, budgetary, human resources, and financial principles and practices.
Expert ability to work with dynamic and diverse group of researchers (faculty, staff, students), sponsors, and external collaborators.
Demonstrated expertise building collaborations between academia and industry.
Expert fundraising and business development skills as demonstrated by a record of repeated successes in securing new funding, particularly from industry.
Experience in developing and conducting marketing campaigns.
Leadership experience in academic and/or government agencies as well as industry.
Sufficient technical training and knowledge in selected areas of research to engage potential corporate partners on the value of TBSI; environmental science, information technology and health sciences.
Expert negotiation skills, including political acumen, social perceptiveness, and an understanding of different cultures and social norms.
Expert oral and written English communication skills, including experience with content development for communication and publicity via the social media.
Hands-on knowledge in business and design tools, like Microsoft Office and Adobe Design Suite.
Demonstrated expertise to work at the strategic as well as hands-on level.
Ability to work, including participate in remote meetings, with individuals who are located in a different zone.
Ability to travel.

The salary range designated for this position: $92,500 - $144,100; however, starting salary will be commensurate with experience.
