Description
Coordinates proposal preparation; statements of work and specifications; estimation of product cost and the negotiation of contract prices, financial terms and program requirements.
Participates in formulating program plans and objectives for areas of responsibility or programs.
Establishes cost controls and monitors adherence to contract requirements, reporting and justifying of costs. Establishes and monitors adherence to program plans including schedule and risk management, resource planning, requirements management, and cash flow management. Prepares and issues operational and program directives and controlling product configuration.
Reviews and directs the performance of program functional task elements such as engineering, procurement, manufacturing, quality control, logistics, and administrative functions.
Develops and maintains positive relationships with external and internal customers.
Supervises the work of a small team of engineers and tutors less skilled

Qualifications
Education Required:
Bachelor's Degree in Engineering, or equivalent education.
Education Preferred:
MS in Engineering and/or MBA.
Certifications Required:
None
Certifications Preferred:
Certification in Defense Program Management. Project Management Institute (PMI) certification as a Project Management Professional (PMP).
Experience (type and length) required:
Typically requires a minimum of five years of related experience.
Experience (type and length) preferred:
U.S Military or DOD background also preferred with military officer experience desired.
Special Knowledge, Skills and Abilities Required
Understanding of various hardware and software engineering technologies.
Knowledge and understanding of the procurement or acquisition processes for Department of Defense (DoD) and International customers and markets.
Demonstrated cost and financial management knowledge to include program cost control, profit and loss, cash and inventory skills.
Understanding of applicable military and commercial specifications and standards; such as AS9100 and ISO 9000/14001 requirements.
Understanding of all internal operating processes, procedures and criteria.
Personal computer skills. (e.g., word processing, spread sheet, presentation graphics)
Effective written and oral communication skills
Leadership and team building skills.
Ability to direct goal oriented activities of a diverse work force.
Ability to plan, organize and schedule.
Understanding of Sarbanes/Oxley and other legal compliance requirements

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
