ASSOCIATE DIRECTOR, GOVERNMENT CONTRACT OPERATIONS

Perform a wide variety of financial, economic and contract analyses in support of Medicaid and other U.
S.
government Programs (VA/DoD/TRICARE/PHS).
Interpret data from customers and develop meaningful financial and economic analysis.
Discuss contract strategy with the team prior to contract negotiations.
Advise negotiation team on customer and product situation, offer due date, recommendation and financial implications of proposed contracts.
Coordinate all aspects of contract execution with the customer:
Obtain internal approval from brand and legal, collaborate with Market Access State Access Manager (SAM) & Account Executive to ensure customer understanding of the contract.
Prepare and update legal agreements/proposal for the customer and implement contracting and pricing strategy.
Provide feedback & Gross - to-Net (GTN) impact analysis on pricing strategies as needed.
Effectively build and maintain relationships with Market Access, Brand Marketing, Legal, Pricing and Economics, and other functions that result in a collaborative environment with regard to government contracting initiatives.
Manage and oversee the government channel GTN process, including rebate forecasting and risk and opportunity assessment.
Assist group director in monitoring the regulation changes relevant to government channel GTN and assess operational/financial impact to BMS.
Participate in projects related to government channel GTN forecasting and operations efficiency improvement.
Lead and manage the acquisition/divesture projects within the group.
Qualifications Minimum 5 to 7 years progressive responsibility in business operations, finance, pricing and reimbursement, planning and analysis or other similar roles.
A broad range of financial, analytical and problem solving experience is required for this position.
Strong oral and written communication skills.
Experience communicating across all levels of the organization.
Experience in effectively managing multiple organizational priorities.
Understanding of BMS financial processes.
Expertise in financial forecasting techniques, spreadsheet analysis, database management, and data delivery.
Knowledge of pharmaceutical industry pricing practices a plus.
Understanding of BMS products competitive environment and products that comprise BMS therapeutic classes a plus.
