Summary
Qualis Corporation is seeking a Software Engineer - Data Links Analyst to perform as a member of a software analyst team responsible for the development of tactical data link software test tools through the software life cycle development process.
This position will support the TEAS contract at Eglin Air Force Base, FL. The TEAS program provides technical, engineering and integration support to the research, development, acquisition, test and evaluation of air- launched weapon systems, test and training range systems, and numerous air combat support systems.
Responsibilities
Maintains the existing analyst network and supports Link 16 data analysis.
Supports the development and migration of the Military Standard (MIL-STD)-1553 bus and IP monitoring test tool software to the Microsoft .NET environment, develops new test tool interfaces and capabilities, and maintains existing applications.
Conducts software testing as well as data extraction and reduction.
Assists other test engineers with data collection, reduction, and analysis.
Uses tools such as Monarch, Mandrill, MS Excel and MS Word.
Writes software such as VB.NET and MATLAB to extract data from collected log files for use in writing reports.
Develops Data Management and Analysis Plans (DMAP) documenting procedures to collect, store, and analyze data link information.
Assists test engineers in developing data link architectures to evaluate performance of systems under test.
Conducts technical research, determines how best to collect and analyze data, and executes developmental test and evaluation (DT&E) of emerging technological data links.
Provides data analysis results to test engineers in a timely fashion to meet final test reporting timelines.
Provides software test engineering and technical services for all data link test programs as required.
Identifies areas for improvement and recommends technical solutions in test automation, database management, configuration management, test execution, data analysis, and test reporting required to meet assigned tasks.
Participates in meetings as necessary to provide briefings, information, and recommendations.
Supports government DT&E and contractor tests, including Factory Acceptance Tests (FAT), System Acceptance Tests (SAT), and System Regression Tests (SRT) as required.
Supports the certification and accreditation (C&A) of the Research, Development, Test and Evaluation (RDT&E) Enclave utilizing the DoDI 8510.01 Risk Management Framework for DoD Information Technology, DoD 8500 series cybersecurity controls, and Federal Information Security Management Act (FISMA) guidance.
Monitors and enforces cybersecurity policies and procedures.
Drafts deficiency evaluations, deficiency reports, recommendations and official test reports.
Travels for temporary duty (TDY) to various Continental US (CONUS) and Outside the Continental US (OCONUS) locations to perform or conduct test procedures, data management, data reduction, data analysis, configuration management, hardware setup, and hardware troubleshooting.
Experience and Education
Bachelor's degree in Mathematics, Computer Science, Aerospace Engineering, Mechanical Engineering, or a related technical field required.
Minimum of 3 years of experience required; or 1 year of experience in software engineering with a Masters or PhD.
At least one year of experience with analysis of MIL-STD-6016E, MIL-STD-1553A/B, MIL-STD-3011, and MIL-STD-D.E.R.G. (Data Extraction and Reduction Guide) preferred.
Experience with Interface Control Documents (ICDs), and Interface Control Proposals (ICPs) is preferred.
Three years' experience with tactical data links such as Link 16 and SADL and two years of Design of Experiment (DOE) experience is preferred.
Detailed knowledge of various software environments, including but not limited to, Microsoft.NET, Borland C++, XML, HTML, and scripting, is required.
Experience with Visual Basic and real-time software is required.
Experience with IP-network communication protocols (TCP/IP, UDP) is required.
Experience using data link analysis tools (Monarch, Mandrill) preferred.
Must possess or be capable of obtaining DoD 8570.01M Information Assurance Technical (IAT) Level II certification (i.e. Security
and computing environment) within 6 months of start date.
System administrator and network management experience is a plus.
Experience operating Battlefield Operations Support System (BOSS), Joint Range Extension (JRE), Air Defense System Integrator (ADSI), and Joint Tactical Information Distribution System (JTIDS)/Multi-functional Information Distribution System (MIDS) terminals is desirable.
Ability to participate in formal or informal testing and monitoring test results is required.
Collection, reduction, analysis and evaluation of test data and test results against mission objectives is required.
Ability to perform quick-look analysis to determine mission effectiveness is required.
Ability to conduct detailed analysis to determine verification of requirements is required.
Hands-on skills to perform systems level integration and testing of software is desirable.
Wide application of engineering principles, theories, and concepts requiring substantial ingenuity and creativity is desirable.
Must be detail oriented and able to handle multiple tasks with excellent problem solving and time management skills.
Must be able to organize, understand, and work to overall program priorities.
Conversant with and able to actively participate in technical discussions related to all aspects of the software development process including technology, architecture, and processes is desirable.
Experience in Object-Oriented Analysis/Design/Programming; software engineering principles and processes preferred.
Experience in requirements analysis and definition, system architectural design processes; and knowledge and familiarity with CMMI processes preferred.
Must be able to communicate effectively and present technical details both verbally and in writing.
Must be able to work effectively as part of a test team.
Proficiency in the use and integration of Microsoft Office applications is preferred.
Must be able to provide clear, concise, and accurate communication.
Must work well with customers, supervisors, and coworkers and able to receive supervision.
Must be able to work effectively alone, unsupervised or in groups.
Requires punctuality for scheduled duty hours.
Must be able to work flexible and varied hours.

Must be able to rent and operate a rental car while TDY.
Clearance
The candidate must be eligible for and able to maintain an Active Secret Clearance.
May be required to obtain and maintain an Active TS/SSBI Clearance.
