Systems Analyst

Project Details:
Professional services work involving the review, examination, and evaluation of complex management systems of the Office of Child and family Services.
Responsibilities
o Develop and conduct studies, summarizing findings, preparing reports, creating and utilizing complex queries.
o Recommending and implementing changes in information management systems, assist in requirements gathering, responsible for meeting minutes.
o Plans and organizes studies of work and organizational problems including duplication, communication, information flow, inventory control, cost containment, and integrated service delivery in order to develop and maintain efficient and economical operations.
o Gathers and organizes information on problems, deficiencies, and resource waste in order to collect information for management analysis.
o Analyzes data gathered, develops information and documentation, and considers solutions or alternative methods of proceeding in order to recommend organizational and system changes and modifications.
o Installs new systems, confers with and trains agency staff, and conducts operational effectiveness reviews in order to ensure smooth system implementation and functioning.
o Develops and updates manuals in order to outline performance methods, organizational policies and procedures, and system operations.
o Writes and amends queries utilizing PS/SQL to generate data from complex Oracle database
o Utilizes Microsoft desktop applications to massage and manipulate raw data into intelligible reports.
o Gathers and facilitates business requirements for changes needed.
Requirements
o Fingerprint Screen and MACWIS check required
o Knowledge of data collection and interpretation methods and techniques.
o Knowledge of information management systems.
o Knowledge and demonstrated abilities utilizing PL/SQL to query complex Oracle databases
o Ability to gather, assemble, calculate and analyze facts and draw valid conclusions.
o Ability to manipulate data using Microsoft Access, Excel and Word.
o Experience conducting Facilitated Workshops for requirements analysis.
o Knowledge of formal requirements gathering methodologies.
o Experience developing Business Requirements - project initiation document, what achievements are needed & the quality measures.
o Experience developing Functional requirements - describe what the system, process, or product/service must do in order to fulfill the business requirements.
o Experience developing User (stakeholder) requirements - are a very important part of the deliverables, the needs of the stakeholders will have to be correctly interpreted. This deliverable can also reflect how the product will be designed, developed, and define how test cases must be formulated.
o Experience developing Quality-of-service (non-functional) requirements - are requirements that do not perform a specific function for the business requirement but are needed to support the functionality. For example: performance, scalability, quality of service (QOS), security and usability.
o Experience developing Report Specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.
o Experience developing Requirements Traceability Matrix - a cross matrix for recording the requirements through each stage of the requirements gathering process.
o Experienced developing graphic representations of complex business processes.
o Ability to communicate effectively both orally and in writing with business and technical personnel.
