Construction Manager

The Massachusetts Broadband Institute (MBI) is a division within the Massachusetts Technology Collaborative (MassTech), based in Westborough, Mass. The MBI was established to foster the creation of ubiquitous broadband access throughout the Commonwealth via targeted investments in broadband infrastructure and public/private partnerships. The MBI focuses on expanding broadband deployment to unserved citizens and businesses, particularly in western and central Massachusetts. The Commonwealth intends to invest in broadband infrastructure in ways that leverage new investments and services from broadband providers.

As a member of the MBI staff, the Construction Manager will help oversee the construction of MBI's 'Last Mile' Network, a 2000
mile fiber-optic network, to be constructed in 44 western and central Massachusetts towns. The Construction Manager will lead all construction activities related to planning and deployment of a Fiber-to-the-Premise (FTTP) network, capable of delivering Internet, telephone, and video products to residents residing within these communities.

The Construction Manager will lead several complex, multi-disciplinary construction projects using their vast project management and construction expertise. The Construction Manager will establish construction requirements by working with MBI staff, consultants, engineers, and other stakeholders; and usher projects through the entire project lifecycle. This includes managing project schedules, leading project teams, identifying risks, and providing clear communication with project stakeholders. The Construction Manager may also assist the MBI with various project activities related to the existing MassBroadband 123 'middle mile' network.

The MBI Construction Manager will travel extensively (up to 75%) across central and western Massachusetts.

Responsibilities:

Under the supervision of the Massachusetts Broadband Institute Technical Director, the MBI Construction Manager will perform the following:

Lead the construction team and build a 2000 mile 'FTTP' network across 44 towns in western and central Massachusetts
Work with the Owners Project Manager to develop the initial schedule, and evaluate and update the schedule as required
Provide management oversight for all phases of multiple, simultaneous construction projects, including project safety and staffing
Align required internal and external resources, ensure engineering plans and contract terms and conditions are being followed, and ensure that work is proceeding on schedule and within budget
Ensure contractors follow a strict safety program in accordance with industry best practices and policies, as well as all applicable local, state, and federal laws, and assure that proper safety training has occurred before starting activities
Participate in the preconstruction and bidding process, providing input on constructability, schedule, and process
Develop Requests for Information (RFIs) and Requests for Quotation (RFQs), as needed
Provide management oversight for vendor selection activities for construction-related procurements including selection, negotiation, contracting, tracking, and reporting
Oversee contractual performance for subcontractors to ensure compliance with scope, schedule, and quality requirements
Participate in weekly subcontractor meetings with project/program managers
Manage cost control system to ensure budget compliance
Oversee vendors regarding permits as required for the project
Coordinate with cross-functional teams to seamlessly turn over completed network to operators and designated service providers
Regularly review the project's work plan and issue weekly short interval work schedules
Monitor and record actual construction progress and revise the master construction schedule accordingly
Develop critical path work plan and optimize field crews in order to achieve and maintain maximum productivity and ensure that field crew utilization is at the lowest possible labor and material costs
Review and approve material invoices, subcontractor's progress payments, and other disbursements
Audit project for compliance with scopes of work and testing requirements


Qualifications:

Education
Bachelor's Degree in Construction, Business, or Engineering Management desired
Project Management certifications such as PMP or PgMP (or similar) desired
OSHA 30 hour, First Aid and CPR certifications a plus
BICSI Certified RCDD a plus

Experience
At least ten years of experience in managing construction projects in excess of Twenty Million U.S. Dollars
10
years of experience in managing large, highly-complex, outside plant projects, and FTTP initiatives
Experience with vendor management through all procurement phases including selection, negotiation, contracting, tracking, reporting, and managing project closeout and retainage release
Experience performing site audits and field inspections to ensure consistent methods, best practices, and industry standards are applied to all construction activities
Experience with constructing outside plant facilities through conduit pathways underground and on utility poles overhead

Knowledge, Skills and Abilities
The successful candidate will:
Have expert knowledge of commercial fiber construction methods, processes, and both inside and outside plant construction management practices
Have excellent analytical and problem solving skills, as well as good communication skills
Be organized, efficient, and responsive to the needs of both internal and external clients alike
Be able to read and execute from construction drawings and understand and interpret network drawings, as-builts and route maps
Be intimately familiar with industry standards set forth by IEEE, Telcordia SR-1421 Manual of Construction procedures, NEC (NFPA70) Article 770, Telecommunications Industry Association (TIA)ANSI/EIA/TIA568A,B1,569A,606,607,TDMM,OHSA and any other applicable federal, state and local codes and authorities having jurisdiction
Be knowledgeable of fusion and mechanical splicing techniques and have the ability to interpret fiber test results with OTDR trace analysis software (e.g. T-BERDs and other popular optical power meters)
Be knowledgeable of requirements set by the utilities and 3rd-party pole owners for aerial make ready work, licensing, loading and over-lashing
Be thoroughly familiar with all applicable Occupational Safety and Health Act (OSHA) regulations, the National Electric Safety Code (NESC) state and local regulations, and commercial safety practices and policies
Manage and oversee road side maintenance and safety protection via traffic details
Have knowledge of GPON, Active Ethernet architectures and FTTP Infrastructure design
Have knowledge of constructing carrier-class Points of Presence (POP's) and communications huts
Be proficient with MS-Office, PC-based applications, scheduling and spreadsheet tools such as Visio, AutoCAD, MS SharePoint, MS Project, Prolog, Primavera, Timberline, MS Excel and MS Word
Be familiar with GIS (Geographic Information Systems) software (e.g. ESRI ArcMap), and shapefile functionality
Be a self-starter and self-motivated professional who possess excellent organizational and project tracking skills
Have excellent verbal communications, written communications, presentation and speaking skills
Be well versed in maintaining a tight job control program and will have a demonstrated ability to work effectively with owners, subcontractors, governmental agencies, and safety compliance agencies.
