Human Resources Specialist (Recruitment/Placement)

This position is located at Lee County, Healthcare Center, Human Resources Management Service, Recruitment and Placement.
The primary purpose is to perform technical work in recruitment, examination, selection or placement and utilization of employees in one or more of Title 5, Title 38 or Hybrid Title 38 occupations.
Responsible for providing Hybrid Title 38, Title 38 and Title 5 recruitment and placement actions.
Identifies and analyzes the staffing problems and develops solutions taking into consideration the total personnel management view point.
Provides continuing technical advice and assistance to the human resources staff and management officials, in all areas of staffing and recruitment, including priority placement, reduction-in-force and furlough, outplacement, and separation incentives programs.
Advises management on recruitment strategies, sources and special programs that emphasize affirmative action in staffing positions.
Assists management in the development of recruitment forecasts, staffing plans and related initiative to recruit and retain a capable workforce.
Makes suggestions and offers advice concerning the best-qualified candidate in keeping with VA staffing goals and programs.
The Specialist assists management in the development of crediting plans and job analysis to determine knowledge, skills, abilities and other characteristics necessary for the recruitment and placement of well-qualified candidates in internal or external competitive staffing actions.
Advises management, supervisors and employees concerning technical and procedural aspects of the program.
Assures all credentialing processes are completed and in place.
Conducts placement follow-ups and probationary reviews, and recommends or initiates indicated actions and advises on the possibilities for employee retention.
Serves as technical advisor to Professional Standards Boards.
Assures that all necessary reports and correspondence including congressional inquiries are prepared and responded timely.
Sets appropriate pay rates on all placement and appointment actions in accordance with OPM and VA rules and policies.
Write vacancy announcements using OPM and VA Qualification Standards.
Posts vacancy announcements using USA Staffing and VA SharePoint site.
Writes ads for placement in professional journals and publications.
Completes appropriate items on SF52 to ensure accurate input into the PAID system using applicable regulations.
Utilizes a variety of automated systems to announce recruitment actions and process personnel actions, including WebHR, e-OPF and USA Staffing.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
