SR Business Analyst - Based in Albany, NY
Description
NY-SOH (New York State of Health) project will define scope, design a solution architecture, and build, deploy and maintain NY State's Health Insurance Exchange and Infrastructure. This project will meet NY State's objective in delivering a Health Exchange per Federal and state compliance and regulation. The solution will determine benefit eligibility, compare and choose qualified health plans, apply for federal and state benefits, provide account management, and facilitate communication between members, providers, and agencies.
The Sr Business Analyst for the NY-SoH will be working in a high intensity, deadline driven environment, will be responsible for planning, designing, deploying, maintenance and troubleshooting through all layers of the Software Development Life Cycle. The Sr Business Analyst will be a member of the NY-SoH Requirements team and be responsible for working with all application teams to facilitate the delivery needs of the program.
Work Location: Albany, NY. Must submit to standard background investigation
Job Duties:
oPerforms complex analyses of business goals, objectives and needs of the general business environment to align information technology solutions with business initiatives for a complex account. Serves as a subject matter expert and the liaison between technical personnel and non-technical personnel. Plans and designs complex business processes and system modifications. Makes recommendations to improve and support business activities. Gathers business requirements through a variety of techniques such as work sessions and interviews
oAnalyzes and documents client complex business requirements and processes. Translates customer requirements into formal agreements and plans to culminate in customer acceptance of results or have acceptance in the targeted market, while meeting business objectives
oCreates complex test case scenarios to be used in testing; monitors/oversees the testing of business applications to verify that all client requirements are incorporated into the system design. Creates logical and innovative solutions to complex problems, presents proposals to stakeholders, works closely with stakeholders examining existing business models and flows of data and designs an appropriate improved IT solution and works closely with developers and a variety of stakeholders to ensure technical compatibility and stakeholder satisfaction
oExperience with the analysis and redesign of business processes
oExperience developing systems requirements, designing and prototyping, testing, training, defining support procedures, and implementing practical business solutions under multiple deadlines
oExperience interacting with end users to understand and document business and functional requirements for complex projects, as well as collaborating with technical teams across the full software development cycle
Software Development experience in:
a. Writing sql query and navigating database
b. Java, c/c+
or some other software language
oUML expertise e.g. State charts, Class Diagrams and Sequence Diagrams
oCreate Unit test cases and execute them
Secondary Skills:
1. Data modeling experience working with the stake holder to design a data model and maintaining a logical and physical data mode
2. Experience with the Rational Software Architect or ratinal Software Modeler
3. Prefer ACA Experience
Essential Job Functions
oOversees, plans and designs highly complex business processes and makes recommendations in order to improve and support business activities.
oAnalyzes and documents client's complex business requirements and processes; constructs conceptual data and process models, including data dictionaries and volume estimates to communicate requirements.
oPerforms the function of a lead in creating complex test case scenarios for testing and/or monitoring the testing of business applications to verify that client requirements are incorporated into the system design.
oFunction as a lead and provides input into the development and modification of systems to meet client needs.
oCoordinates and facilitates meetings with clients on larger accounts to gather and document requirements and explore complex solutions.
oCoordinates business analyst tasks on information technology projects and provide project team member guidance/support throughout the project life cycle. Provides work guidance and mentoring to less experienced personnel.
oParticipates and provides expertise in technical reviews and inspections to verify the implementation of 'intent of change' through the entire project.
oProvides time estimates for project related tasks.
oCreates and maintains the architecture for highly complex business process domains to ensure alignment with the organization's technology priorities.
Qualifications
Basic Qualifications
oBachelor's degree or equivalent combination of education and experience
oBachelor's degree in business administration, information systems, or related field preferred
oNine or more years of business processes and business analysis experience
oExperience working with the interface of information technology with functional groups within an organization
oExperience working with business processes and re-engineering
oExperience working with computer programming concepts and coding languages
oExperience working with the implementation of company value propositions

The check will bounce and the victim is left responsible.
