Project Engineering Manager

Gemma Power Systems is looking for a senior-level Project Engineering Manager to support their home office Engineering group in Glastonbury, CT.
Responsibilities:
The primary responsibility of the Project Engineering Manager (PEM) is to ensure that the facility meets the technical, performance and related schedule requirements of the Contract documents. The PEM reports to the Director of Engineering on a functional basis and the Project Manager (PM) on a project basis. He/she is responsible for the overall technical well-being of the project by directing the development of performance guarantees, engineering/design documents and engineering schedule commitments utilizing in house engineering staff and the subcontracted Engineer of Record. The PEM will be responsible for the project technical requirements from the proposal stage through the engineering design and performance testing of the plant.

Responsibilities:
Support project capture activities for new projects by developing performance and technical solutions, proposal documents, and preparing Engineering Subcontracts including a detailed Description of Services for the prospective Engineer-of-Record.
Direct the development of the heat balances, auxiliary load calculations, emissions guarantees and any other plant guarantees and functional testing requirements. The PEM will be responsible for the performance testing required to verify that performance guarantees are met.
Manage the engineering subcontract ensuring the engineer meets specification and drawing delivery schedules and approve invoices. Ensure project engineering activities comply with both company and contract requirements, including all code regulations and permits.
Provide value engineering direction to the Engineer of Record during the design process, including reviewing engineered specifications and drawings.
Support the Procurement process by conducting a detailed review of specifications and supporting documents for bid, evaluating vendor proposals, developing the technical bid tab, validating technical acceptability of bidders, managing the technical bid clarification process with vendors, and ensuring final conformance of specifications to be included in Purchase Orders
Monitor the status of documents issued by the Engineer of Record, Owner Furnished Equipment Suppliers, and Vendors using Document Control tracking tools, The PEM will monitor the expediting process for late submittals and re-submittals of Vendor Documents
Review and signoff of on invoices for Vendor payments for completion of Engineering Milestones in accordance with the Milestone payment schedule in the Purchase Order.
Act as the technical interface with the designated Customer Technical Contact, as directed by the Project Manager.
Know the scope of work in the contract.
Review interpretation of all external codes, regulations and permits, by the Engineer of Record, and ensure that Codes are applied appropriately to the project
Attend monthly project review meetings to report on the Engineering progress of the project.
Provide overall planning and direction of all engineering functions for the project.
Assist the Project Manager, Procurement Manager, Construction Manager, and Start-up Manager in fulfilling project goals.
Respond to project technical inquires.
Coordinate and expedite all in-house engineering reviews.
Populate Lessons Learned database with issues from current project
Review and apply lessons learned from previous projects.
Interface with Field Engineers to ensure that all engineering change notifications (ECN's) and requests for information (RFI's) are documented and implemented.
Work with the Engineer of Record to ensure projects as-builts are issued in accordance with the Project Scope of Work.
Essential
Qualifications:
BS- Mechanical Engineering or other degree discipline associated with direct experience in engineering of large power facilities
Professional Engineering License or able to obtain within 2 years (preferred)
10 + years
Experience:
Understand technical requirements for large power generation facilities and equipment
Familiarity with power plant thermal design, heat balances, mechanical equipment design
Familiarity with construction means and methods as they relate to power plants and process facilities
US Citizen or Green Card.
Excellent communication and technical writing skills required. Must be capable of interacting with engineers, suppliers, and shop/construction personnel.
Read, write and communicate using English language sufficient to perform all job functions
Must be proficient in Microsoft Excel and Word
Estimated Salary: $20 to $28 per hour based on qualifications.
