The Program Management Office (PMO) Business Analyst will help create new and/or update existing acquisition documentation in compliance with Department of Homeland Security (DHS) Acquisition Program Management Directive and Capital Planning and Investment Control (CPIC) processes. In addition, Business Analyst will support overall PMO support activities including Integrated Project Team (IPT) meeting support and documentation. This is not a supervisory role.
Specific responsibilities include:
CPIC Monthly Reporting Prepare monthly report submissions on investment status and project activities progress utilizing DHS reporting systems
DHS/OMB Business Case Submissions (previously Exhibit 300) and Reporting Prepare annual business cases and support planning/review meetings with the CPIC team, DHS Chief Information Office (CIO), Enterprise Business Management Office (EBMO), and other stakeholders throughout the CPIC process
Portfolio Acquisition Status Reporting Prepare and deliver monthly portfolio acquisition status reports
Acquisition Plans (APs) Maintain the programs acquisition strategy and AP
Acquisition Program Baselines (APBs) Maintain the programs APB, documenting the programs critical cost, schedule, and performance parameters, expressed in measurable, quantitative terms to accomplish the programs goals
Life Cycle Cost Estimates (LCCEs) Develop and update the programs LCCEs in coordination with the Office of Acquisition (OA), driving budget allocation approvals
IPT Meeting Support Prepare agendas, facilitate meetings, and capture and monitor ongoing actions items and program risks, ensuring teams understand the programs strategic direction and achieve project milestones per approved release schedules
Core Qualifications include:
Experience with PMOs or BMOs (project planning, budgeting, scheduling, risk management, communications and meeting support)
Experience with project cost estimating and cost estimating tools such as ACEIT
Strong interpersonal, verbal, and written communication skills
Self-starter with ability to perform and lead work independently, while working collaboratively with others
Ability to interact effectively with a variety of contacts/relationships, including senior-level managers and technical SMEs
Nice to have experience include working with the DHS Acquisition Lifecycle Framework (ALF) and/or DHS System Engineering Life Cycle (SELC), and OMB business case development
Education/Clearance:
Bachelors Degree (BA or BS) in related field (required)
DHS or TSA clearance preferred, but not required

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
