Senior Civilian Payroll Technician

NOTE:
This position is being recruited at the encumbered grade.
The position may be downgraded in the future based on Classification Review.
The consequences of this review may result in a decrease in Grade and Salary.
The Senior Payroll Technician is responsible for the planning, organization, direction, and functioning of the payroll activities which consists of over 1500 employee accounts.
There is one employee who serves as an alternate payroll technician.
The incumbent provides technical support for all aspects of the payroll activity.
Incumbent is responsible for processing bi-weekly payroll and employee master record updates within a rigid time limit established by the Finance Center in Austin, TX.
All updates of each employee's payroll and retirement, FICA, Federal and State Income Taxes, Thrift Savings Plan, Life Insurance, Savings Bonds, Union Dues, Combined Federal Campaign, and the electronic deposit of salary checks, child support payments, and other deductions.
The Senior Payroll Technician is responsible for initiating recoveries of indebtedness to the Federal Government; such as tax liens, salary overpayments, refunds of terminal leave lump-sum payments upon reemployment.
Incumbent is responsible for initiating action with the Civil Service Commission to obtain off-set from retirement fund in cases of indebtedness of uncollected accounts receivable of former employees.
Incumbent enforces commercial wage garnishments.
Incumbent notifies employees of all adjustments of pay.
The Senior Payroll Technician coordinates the maintenance of Time and Attendance Reports with approximately 55 timekeepers throughout the Medical Center.
Incumbent is responsible for conducting the annual training program for unit timekeepers as well as training for all newly appointed timekeepers within 30 days of appointment.
Incumbent informs all timekeepers of new payroll regulations and how these regulations are recorded on time and attendance reports.
Incumbent reviews each T&L to ensure that all time and attendance reports are processed to the Austin Finance Center before established deadlines.
Incumbent works with all services to resolve timekeeping problems.
Incumbent conducts various audits as assigned by the Office of the Chief, Fiscal on Time and Attendance Reports.
Incumbent provides Fiscal Management with recommendations to correct out of line situations.
In order to accomplish these audits, the incumbent must possess a thorough knowledge of all regulations and directives pertaining to time and leave, including Executive Order, Decisions of the Comptroller General VA Directives, Station Policies, and CSC Regulations.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
