Summary:
This position is responsible for leading development of innovative application solutions that help improve business operations, while lowering technology cost of ownership.
This includes defining application standards / tools/ frameworks, having a thorough understanding of the application landscape, and communicating architectural concepts to developers as improvements are solutioned.
The position supports the full life cycle of projects including design, development, testing, and maintenance.
Serves as a mentor and technical leader for the development team to ensure architectural solutions integrate smoothly with existing infrastructure and standards, while moving the software environment forward to an improved state.
Essential
Responsibilities:
o Define the overall architecture of core business functions (e.
g.
claims, enrollment, etc.
) Create solutions that integrate and leverage investments in technology and help introduce technical advancements that provide competitive advantage.
o Evaluate emerging technologies to determine applicability and feasibility to the Davis Vision environment.
o Work with internal associates (business and IT) to identify business challenges, and then architect and deliver solutions to fill operational gaps.
o Work closely with peers and associates to clarify project scope, business requirements and functional specifications, and provide strategic leadership to identify and evaluate technical alternatives.
o Communicate conceptual ideas and design rationale to staff and peers (both technical and non-technical) to invoke discussion and drive efficiencies within the environment through the innovative use of technology.
o Define technical principles / services / processes; guide decisions about software and tools.
o Maintain a data model and system model (documentation) for areas of responsibility.
o Map functionality onto software and hardware components.
o Communicate technical specifications to developers from which solutions can be developed.
o Define and approve application standards and specifications.
Ensure the overall integrity of the software architecture.
o Lead (dotted or direct) small development teams (3-4).
Provide guidance to developers on priorities and practices.
o Contribute to development of work plans for projects as assigned.
o On call availability as required.
o Adhere to privacy and confidential and proprietary company policies and procedures (i.
e.
HIPAA).
Education:
o 4-year degree in Computer Science or equivalent experience.
Experience & Background:
o Eight or more years of application architecture and/or system analysis and development experience.
o Can demonstrate experience in delivery of complex systems in a wide range of technologies.
o Must have experience with SQL Server, Windows,.
Net (2.
0; 4.
0 preferred); Visual Studio, and TFS (preferred).
o Experience with developing SOA's, integrating cloud-based with COTS application solutions, and implementing Web Services is highly preferred.
o Able to independently translate business requirements into technical design specifications.
o Experience with full software lifecycle management.
o Comfortable with helping organize and plan software QA activities.
o Must be conversant in current industry architectural standards and best practices and able to drive technical / architectural vision.
o Insurance experience a plus.
Solid business acumen in insurance practices / processes is desired - e.
g.
claims adjudication, membership and enrollment, benefits administration, etc.
o Personnel management experience is preferred.
o Able to think strategically and communicate effectively (especially technical concepts).
Strong bias for action.

Estimated Salary: $20 to $28 per hour based on qualifications.
