Senior Contracts Administrator (3192)

CHSi has a full time opening for a Senior Contracts Administrator to work in our corporate headquarters in Cape Canaveral, FL.

SCOPE:

The Senior Contracts Administrator will be responsible for the administration and monitoring of domestic and international contracts; negotiate terms and conditions of proposals and contracts; act as the company point of contact and contracts lead; and negotiate and administer all agreements (NDA, Teaming Agreements, MOU & MOA) with customers ensuring adherence to company policies and procedures and applicable government regulations (FAR) and government laws. Reports to the Director of Contracts.

Qualifications:

Bachelors' Degree in related discipline and a minimum of 10
years contract administration experience in a defense contracting environment required
Strong background in the use and application of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
Advanced understanding of contract/Purchase Order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements
Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use
Detailed knowledge of source selection / evaluation process including cost and price analysis
Knowledge of requirements for and experienced in administration of government property
Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention
Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.'s teaming and other forms of agreements
Excellent verbal and written communication skills
Contract / agreement briefing, negotiation and review experience
Experience in monitoring contracts/subcontracts of increasing complexity and value
Strong business sense
Membership in National Contract Management Association (NCMA) and CPCM certification desired
General computer proficiency and familiarity with Microsoft Office programs
Ability to interact effectively at all levels and across diverse cultures
US Citizenship is required
Experience with Department of State and international contracting desired

DUTIES AND
Responsibilities:

Administers and monitors contract performance on government and commercial contracts
Negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures
Responsible for reviewing contract solicitation terms, handling contract award confirmations, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments / modifications and incorporating changes
Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, identifies risks and areas of concern on contract terms and conditions and provides contractual advice, guidance and support to the contract lead / program and operations managers
Responds to inquiries regarding contract obligations and revisions
Assists/supports fulfillment of contract deliverables, billings and cash collections
Assists in proposal preparation for customer requirements
Negotiates terms and conditions
Monitors contract performance and cost controls and ensures compliance with contract terms
Prepares teaming agreements, MOU's, MOA's, and domestic and international consultant/sales representative agreements and other contractual agreements
Prepares contractual documents, including the preparation of contract terms and conditions, and assembles contract documentation package
Participates in management review of proposals/contracts and in the conduct of program reviews
Assists in the preparation of export license applications
Assists with subcontract negotiation and management
Maintain effective internal and external customer relations
Perform special projects as requested
Supports, communicates, reinforces and defends company's mission, values and culture
Responsible for input of all contractually related items into CostPoint and shared files.
Reviews work products and provides guidance to less experienced department members

OTHER DUTIES:

May participate in interdepartmental project groups or task forces.
May be asked to travel for client meetings, presentations, etc. Travel less than 20%.
Performs duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training and goals. Ensures safe operating conditions within area of responsibility. Encourages co-workers to work safely. Identifies close calls and/or safety concerns to supervisory personnel. Maintain a clean and orderly work area.
Assists in active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO, AAAHC, DCAA, DCMA and other mandated regulations/standards.
Serves on the OSHA VPP, Safety, and Wellness Committees, as required.
Scheduled work week is dependent upon the requirements of proposals working on. Often requires extended evening and weekend hours to meet deadlines.
Utilizes advanced computer and internet search skills.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
