HEALTH CARE EDUCATION SPECIALIST (UPWARD MOBILITY)

This position involves a multi-grade career ladder.
The major duties listed below represent the full performance level of GS-11.
At the GS-7 and GS-9 grade level, you will perform assignments of a more limited scope and with less independence.
You will progressively acquire the background necessary to perform at the full performance level of GS-11.
Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
The Employee Education System (EES) is an administration-wide, comprehensive, virtual, education-focused organization supporting Veterans Health Administration (VHA) continuing learning objectives though all-employee training, education, performance support, development and consultation.
The Health Care Education Specialist is organizationally aligned at multiple Employee Education Resource Centers (EERCs) within EES.
The Primary Purpose of this position is to plan, develop, implement, and consult on a variety of programs and venues to accomplish results oriented outcomes and promote the values and goals of the department and provide expertise and guidance to EES clients related to training approaches to enhance quality of care for veterans or improve business practices throughout VHA.
Major duties include:
Administering and resolving policy, program and project issues associated with educational programs.
Provides assistance and advice in the implementation of educational programs/projects.
Serves as a national authority for leadership.
Independently performing problem analyses, training situation analyses, and job-task analyses to support the functional design and development of training systems to solve training problems.
Documenting to professional standards the results of analyses, training situation analysis and development of statements of work.
Functioning as a Project Manager to plan, direct, and control the assigned resources, timelines and work products of a multidisciplinary team of interdepartmental functional specialists (subject matter experts) and media specialists/producers for training development.
Developing alternative strategies of instruction for consideration by program clients.
Recommending to the client the appropriate educational design, which is considered optimum to meet a specific training and audience need.
Monitoring subject matter experts (SME) input of project content, monitoring and evaluating the scope and depth of subject matter coverage.
Directing and coordinating the preparation, development, and use of educational materials; reviewing existing materials such as video tapes, print and interactive audiovisual modules for content and recommending acquisition or adaption of materials to meet identified educational needs.
Organizing work packages around Project Management analytical methods and techniques.
Managing project data in EES project tracking system by maintaining the accuracy and integrity of the data.
Performing life cycle management of Independent Study Programs or other ongoing projects, ensuring programs are current and reflect the best technology available for program delivery.
Fulfilling EES and accreditation criteria and requirements when managing a project.
Maintaining project files and records in compliance with EES policies and procedures.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
