Department Summary The Technology Strategy & Management IT Asset and Portfolio team is a single point of contact in the organization for Project Management and analysis, executing the end to end asset lifecycle management (IT Asset Management - hardware, software, output fleet, telecom), publishing and maintaining the IT Service Catalog, IT Procurement, maintaining the scorecard and metrics on overall infrastructure delivery portfolio funding, and ensuring that all technology contracts are properly executed. Further, the team will ensure management effectiveness and use of all IT-related contracted services and service level adherence. Job Description/Responsibilities The Portfolio Operations Lead for the IT Asset and Portfolio Management is an operational (resources, financial management, utilization, etc.) leader within the Technology Strategy & Management department. Specifically, the Portfolio Operations Lead will develop:
A portfolio demand forecast that incorporates current, accurate information and allows the portfolio to correctly predict, prioritize and track demand in order to make delivery commitments and service level agreements
A resource forecast that incorporates current, accurate information and allows the portfolio to correctly plan and allocate resources
A financial forecast that incorporates current, accurate information and allows the portfolio to achieve financial targets
Strong relationships with other portfolio operation leads, the centralized IT Demand Management Office (DMO), and the corporate financial management team, in order to effectively share knowledge and create an optimal consensus forecast to better guide the IT department
Refined systems and methods to continually improve forecasts and resource models so that IT can better make and meet commitments
Key Performance Indicators (KPIs) that measure the effectiveness of the portfolio operations function in a transparent, regular, data driven way Accordingly, the Portfolio Operations Lead creates and maintains forecast models for incoming IT demand (programs, projects, changes, incidents, service level agreements) and matches demand to available supply, primarily internal and external resources. Further, the Portfolio Operations Lead is the single point of contact in the customer operations portfolio for the corporate financial management group; coordinating financial forecasting and reporting activities across the portfolio to drive timely and accurate financial management. Key responsibilities include:
Developing demand and resource forecasts at multiple levels of aggregation for multiple time horizons
Evaluating and reporting forecast results, coordinating activities to reconcile significant variances and refining the forecast model to reflect updated assumptions
Driving continuous improvements in the currency, accuracy, and sufficiency of the demand and resource data in the IT work management tool (Clarity)
Preparing and maintaining relevant reports pertaining to portfolio operations

Maintaining a current information source of resource skill sets, availability, schedules, and delivery restrictions to assist in rapid identification and fulfillment of resources.
Working with the portfolio team to assign a significant number of employees and external resources to specific efforts with a goal of effectively balancing resource utilization needs with planning targets, skills allocation, actual utilization and staffing needs while ensuring effective delivery
Assisting recruiters in pairing current staff with candidates for interviews or technical screens, identifying those with the appropriate skills and availability o May participate in interviews to ensure quality conversation, consistency of hires, and selection rigor o Assisting recruiter in building relationships with external vendors to help identify coming needs and trends in technology
Understanding the portfolio's business area enough to understand associations between assignments and can discuss with management so that a more finite decision can be made for the proper resource assignment
Considering the training and development needs of staff when making staffing assignments for gaining on-the-job learning when the environment permits
Providing proactive recommendation and independently identifies the type of technical and functional resources needed, assembling teams that are qualified to perform the work and financially aligned with project budget and schedule plans
Assisting in securing additional or temporary resources as needed; may include the management of 3rd party relationships (agreements, statements of work, etc.)
Coordinating financial management activities across the portfolio, working with the corporate financial management group to ensure that budgets, forecasts and actual results meet targets Requirements/Qualifications
A bachelor's degree is required; preferred field of study in Computer Engineering, Computer Science, Information Systems or other IT-related area, Finance, Accounting, Business or related

years of experience working in an enterprise-size IT environment
Operational leadership experience, including the management of resources (internal and external, contract staff, and managed service teams); profit and loss (P&L;) financial management; developing and delivering operating forecasts; ensuring operational effectiveness
Experience managing Human Resource activities, including interviewing, selection / hiring, and conducting performance assessments
Exceptional interpersonal and communication skills with the ability to communicate with all levels of associates in the organization
Ability to conceptualize, formulate, and present complex business demand / requirements via comprehensible models and templates
Proven ability to work effectively in a team setting as well as independently with minimal error and guidance
Excellent planning and organizational skills with an ability to understand the long-term (big picture) The following skills and experience will set you apart from others:
Masters or other advanced degree, ideally in an IT, Finance, Accounting, or Business area
