Serves as the Equal Employment Opportunity (EEO) Program Manager in administering the EEO Program for employees in a wide variety of occupations (professional, administrative, technical, clerical, trades, and crafts) noted for its ethnic diversity including three outpatient clinics spanning three states and provides support to two National VA cemeteries, a Canteen Service, and three Veterans Outreach Centers. The position is located in the Office of the Director. The incumbent supports the EEO Program Manager. The incumbent is involved in planning, developing, implementing, coordinating, and evaluation the hospital-wide affirmative action program for equal employment opportunity, including the following program areas: Federal Women's Program, Hispanic/Asian/Pacific Islander, People with Disabilities and Disabled Veterans, Upward Mobility Program and career counseling, Native American Heritage Program, Black Heritage Program, Student Educational Experience Program. Historically Black Colleges and University and Hispanic Associations of Colleges and Universities. In this role, the incumbent is a member of the health care system's Diversity Management/EEO Advisory Committee. Assist the EEO Program Manager in planning, developing, and administering the Diversity Management/EEO Program. Assist in preparing the Affirmative Action Plan. Federal Equal Opportunity Recruitment Plan, Persons with Disabilities Plan, and Disabled Veterans Affirmative Action Plan. Reviews health care system and service policies to ensures that they are consistent with VA, Office of Personnel Management (OPM), and Diversity Management/EEC) policies. Updates EEO policies according to established procedures. Assists Upward Mobility Program Manager, service chiefs, supervisors, and employees in planning the Upward Mobility Program and other programs, which are of significant impact on the Diversity Management/EEO Program and other programs, which are of significant impact on the Diversity Management/EEO Program. Coordinates all related training through Human Resources Management & Workforce Development Service. Meets and consults regularly with services, supervisors, personnel staff, Union officials, Diversity Management/EEO committees, and other employees to locate and define EEO bafflers, identify reasons for these bafflers, and propose specific action items to correct them. Coordinates the EEO complaint processing system for the EEO Manager. Serves as point of contact and resource individual for mediators, including the process for selection with recommendations to the EEO Program Manager and Director for final approval. Represents the health care system on EEO matters relating to minority and women organizations, inducting public and private organizations with an interest in EEO. Participates with schools, colleges, universities, and other community and state groups to improve employment opportunities, and exchange ideas community conditions that affect employability of minority, women, people with disabilities, and disabled veteran applicants. Coordinates all EEO reports and information collection. Assists the EEO Program Manager with coordination and submissions for all requests for reasonable accommodation according to established policy. Prepares sensitive data and other confidential information for closure and resolution of internal and external complaints for review and signature of the Director, e.g., offers of full relief and settlement agreements.

BASIC REQUIREMENT:
GS-7 : Applicants must have one year of specialized experience, equivalent to at least the next lower grade level (GS-06).
SELECTIVE PLACEMENT FACTOR : Applicants must have on record certification of typing proficiency at 40 wpm.

Experience: Experience which is in or directly related to the line of work of the position to be filled and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of that position. To be creditable, specialized experience must have been at least equivalent to the next lower grade level in the Federal Service. Creditable experience must have included knowledge of the principles, concepts, legal requirements, and methodology of the Federal Equal Employment Opportunity Program; and skill in applying this knowledge to perform independent assignment for which there are precedents.

Experience: As a general rule, education is not creditable above the GS-5 level; however, graduate education may be credited if the graduate education is DIRECTLY related to the work of the position.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
