SUMMARY OF DUTIES:
Incumbent prepares and implements or assists in the preparation and implementation of the wildland fire prevention and mitigation plan ensuring that it is well coordinated with other unit function plans and with cooperating entities.
Assist in planning for both short and multi-year activities in wildland fire prevention and migitation.
Monitors wildland fire prevention and mitigation activities and evaluates the effectiveness of the programs.
Prepares program and evaluates various wildland fire prevention and mitigation program packages and presentations.
Prepares plans for routes, methods and frequency of contacts and inspections.
Works with the public to promote prevention and mitigation awareness of wildland/urban interface fire issues thorough meetings, personal contacts, radio and news releases.
Implements fire trespass policies and procedures.
Provides assistance to other cooperating Federal, State, Local agencies, and Law Enforcement agencies on fire investigations that are multi-jurisdictional.
_EXPERIENCE AND EDUCATION REQUIREMENTS_ : (OPM Operating Manual, Qualification Standards for One-Grade Interval Technical and Medical Support Positions, GS-0462, and Individual Occupational Requirements for GS-0455: Range Technician Series; and GS-0462: Forestry Technician Series).
_GS-7_ : 1 year of creditable specialized wildland fire management experience equivalent to the GS-6 grade level _OR_ 1 full year of graduate level education in an academic discipline directly related to the work of the position. Specialized experience include work in the conservation, regulation, and use of public or Federally controlled lands for grazing; range research activities; work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range; range or forest fire control, prevention, or suppression work; applying knowledge of the theories, principles, and methodology of fire ecology, fire behavior, fire hazard and risk analysis, fuel volume and flammability assessment, fire suppression techniques, meteorology, aircraft and equipment operation characteristics, in developing and implementing a fire management and prescribed burn program. ANDwork with a professional knowledge of the principles and theories of fire prevention management including, but not limited to, forestry, wildland fire management, range conservation, fish and wildlife management, soil and moisture conservation and land-use planning applications as they relate to environmental technologies for the purpose of designing, developing and implementing resource management; farming or ranching work that involved application of cultural and soil and water conservation practices, including safety and use of equipment, and that provided a basic understanding of land use.
_GS-6_ : 1 year of creditable specialized wildland fire management experience equivalent to the GS-5 grade level in the Federal service which involved work in the conservation, regulation, and use of public or Federally controlled lands for grazing; range research activities; work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range; range or forest fire control, prevention, or suppression work AND in forestry aid or technician work; engineering, range, or soil conservation technician work that involved the application of cultural, resource conservation, or land management practices on non-forest or ranch lands when combined with knowledge of forestry operations and equipment; farming or ranching work that involved application of cultural and soil and water conservation practices, including safety and use of equipment, and that provided a basic understanding of land use; or forest or range fire control, prevention, or suppression work. __
SELECTIVE PLACEMENT FACTOR : In addition to the qualification requirements above, candidates must possess the following type and amount of experience determined to be essential to the position:
Prior Wildland Firefighting
Experience: Applicants must have prior wildland firefighting experience. A minimum of 90 days of wildland firefighting experience is required to meet qualifications for this secondary (administrative) covered position. Wildland firefighting experience is defined as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression, or use of wildland fire. Two distinct types of wildland fire have been defined and include: (1) Wildfires - unplanned ignitions or prescribed fires that are declared wildlandfires; and (2) Prescribed Fires - planned ignitions and includes only fireline experience on a prescribed fire and does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. This is a mandatory qualification requirement/selective factor of this position.
NOTE : Selective factors are knowledges, skills, abilities, or special qualifications that are in addition to the minimum requirements in a qualification standard, but are determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet the selective factors are ineligible for further consideration.

_FIREFIGHTER RETIREMENT COVERAGE_ : This position is covered as a secondary firefighter position under the special retirement provisions of 5 U.S.C. 8336 (CSRS) and 5 U.S.C. 8412(d) (FERS) when it is filled by an incumbent who transfers directly from a primary or another secondary firefighting position with no break in service as a firefighter to this position. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.

_OTHER_ : Incumbent is required to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
