The incumbent is assigned engineering technician duties in the Division of Sanitation Facilities Construction. The incumbent is responsible to a District Engineer, Division of Sanitation Facilities Construction for performance of duties assigned. Depending on locations, the immediate supervisor is a Sr. Field Engineer or a Supervisory Engineering Technician.
Inspects work of construction contractors to include individual septic systems, well drilling, pump installations, water mains, sewer mains, water and sewer service lines, sewage lagoons or treatment systems, pumping stations, and water storage reservoirs and treatment buildings.
Assists Office of Environmental Health staff to obtain NEPA clearance; completion of site evaluations and soil testing/POWTS designs; development of bidding documents and cost estimates; review of bids and management of project finances including quantity tracking; contract management including the completion of construction reports and the review and approval of submittals and payments; and completion of closeout requirements including the development of homeowner packets, water quality reviews, provision of O&M; training, completion of record drawings and drafting of final reports.
Conducts soil testing including the designation of test locations, drawing of sketches of test hole locations, logging of soils and depths encountered either in pits or borings, logging the data to calculate percolation rates, and determining the recommended locations and size of the disposal field based on the data and other investigations.
The nature of this position requires the incumbent to operate a government-owned, leased, or rented motor vehicle in the conduct of official duties; therefore, a valid state driver's license that allows the individual to unconditionally operate a government-owned, leased, or rented vehicle is a condition of employment. Work may require overnight travel and may proceed under inclement weather conditions.
Basic Requirements:
Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated.

Experience:
GS-04: Six months of general experience and six months of specialized experience equivalent to at least the GS-03 grade level.
GS-05: One (1) year of specialized experience equivalent to at least the GS-04 grade level.
GS-06: One (1) year of specialized experience equivalent to at least the GS-05 grade level.
GS-07: One (1) year of specialized experience equivalent to at least the GS-06 grade level.
OR
Education and Training: For positions at GS-4 (or equivalent): Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.
For positions at GS-5 (or equivalent): Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.
Specialized Experience Defined:
GS-4: Basic experience in drafting, surveying, and the construction inspection process. Knowledge of computer systems and programs such as word processors, database systems, and spreadsheet software. Knowledge of and practical usage of GPS systems to determine location and to verify location in relation to blueprints. Exposure to engineering drafting systems and their usage.
GS-5: Basic understanding and demonstrated usage of computer aided drafting software (AutoCAD Civil3D or higher) and personal computer software (Microsoft Office). Requires minimal operating experience with GPS survey equipment, electronic total station equipment, electronic data collectors and surveying software. Experience working with construction plans and specifications.
GS-6: Substantial knowledge of and demonstrated independent work experience in the area of drafting. Requires competence with computer aided drafting software (AutoCAD Civil3D) and personal computer software (Microsoft Office). Requires minimal operating experience with GPS survey equipment, electronic total station equipment, electronic data collectors and surveying software. Experience working with construction plans and specifications. Requires minimal construction inspection experience.
GS-7: Substantial knowledge of and demonstrated independent work experience in the areas of drafting and surveying. Requires competence with computer aided drafting software (AutoCAD Civil3D) and personal computer software (Microsoft Office). Requires skill and demonstrated experience with GPS survey equipment, electronic total station equipment, electronic data collectors and surveying software. Requires experience in reading and interpreting construction plans and specifications. Requires experience in construction inspection with a particular focus on water and sewer facilities.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
