Expert level Specialist: Master Data Management/Enterprise Information Management project
Daily Tasks will include but not limited to the following:
1. Responsibility for maintaining the Master Patient Index used in the Mental Health Background Check process. This includes the daily updates to the Master Patient Index using the NextGate MatchMetrix software and the nightly batch processes.
2. Work closely with technical services staff to monitor all components of the Initiate Master Data Management implementation and make configuration changes when necessary. This includes the application servers and web servers in the development, QA and production tiers as well as the disaster recovery servers.
Ongoing Tasks will include but not limited to the following:
1. Architect, build, and deploy the end-to-end software framework to be used in the Master Data Management project including the integration of the various components including web-services, message processing, B2B and Enterprise Service Bus integration.
2. Translate the business requirements into a well-engineered and integrated technical solution and lead the development and implementation of the framework and application software.
3. Work with the Business Analysts and Project Manager to create detailed architecture and project plans for system, data warehouse, and external health information exchange integration efforts.
4. Develop, code and test individual system components for integration with an Enterprise Service Bus (ESB) and messaging processes.
5. Interact with cross functional teams (Application, Technology, Enterprise Solution) and staff to ensure adherence to IT standards.
6. Install and configure software.

Experience in the usage and support of a collection of development platforms, technical architectures, or business applications and products that run on those platforms, beyond that of a Programmer. The Authorized User may seek Specialists in the following areas (list is not exhaustive): --Backup and Recovery.
(1) 36 Months Demonstrated administration and implementation experience with IBM Initiate Master Data Management software. Administration tasks include: Startup and shutdown of engine, message broker and message reader services; log file and data file maintenance; performance monitoring; user and group management; integration with LDAP. Implementation tasks include all the necessary steps to create a master index and make it available for use: analyze source data; configuration and tune algorithm; derive data, generate weights, bulk load and cross-match data; create customized views; configure inbound and outbound message brokers and readers; create flat files using Clover Graph Master Data Extract; deploy IBM Inspector data stewardship tool on an Apache Tomcat web application server.
(2) 12 MonthsDemonstrated experience with NextGate MatchMetrix Master Data Management software.
(3) 84 MonthsDemonstrated experience with Service Oriented Architecture (SOA) application integration including use of web-services, message processing, an Enterprise Service Bus and Windows Communication Foundation.
(4) 84 MonthsDemonstrated experience installing, configuring, upgrading and administering software.
(5) 84 MonthsDemonstrated experience using Oracle 9
or higher and PL/SQL.
(6) 84 MonthsDemonstrated experience with Java 5.0 or higher.
(7) 12 MonthsDemonstrated experience as lead technical Specialist through all phases of at least one successful Master Data Management project or Healthcare Information Exchange implementation.
(8) 18 MonthsDemonstrated experience working with data contained in Patient Medical Records, Employee Records and Healthcare provider records in a State Agency, Federal Agency, or Private Organization.
(9) 12 MonthsDemonstrated experience integrating applications with security protocols.
