POSITION DESCRIPTION: Performs contract management by coordinating contract modifications with general counsel, contractual services staff, project managers and management. Produces and processes all proper paperwork related to Business Development, Customer Service, Marketing and SunPass marketing contract including but not limited to, amendments, letters of authorizations, task orders, and supplements. Facilitates with work program to ensure funds are properly assigned, process and request encumbrances in a timely manner as necessary. Serves as Contract Liaison for Business Development, Customer Service, Marketing and SunPass marketing contracts and the Unit Liaison with Department of Transportation (DOT) Comptroller Office on contract issues. Assists with contract compliance on concessionaire contracts by visiting service plazas on a regular basis and reporting findings. Conducts on-site observation in other units to become familiar with its functions, and to suggest improvements for work production.
Reviews approve/disapprove invoices submitted by the consultants. Processes the Contract Invoice Transmittals in accordance with the binding time frame stated within the contract. Ensures goods and services are received and are acceptable and that invoices are processed correctly and in a timely manner. Coordinates the Turnpike Enterprise Brochure Program. Reviews, approves/disapproves of brochure information submitted by contractor for distribution to service plazas.
Serves as Office Manager. Coordinates and trains consultant staff. Prepares necessary paperwork to support contract administration. Implements correct documentation and the processing of contract. Develops, implements, and trains consultant staff in maintaining records and management of program files.
Serves as unit Purchasing Card (PCard) holder making purchases of office supplies and equipment. Processes all Florida's Accounting Information Resource (FLAIR) system payments for unit. Advises of Management of unit expenditures and provides input for recommendations regarding the unit's budget. Serves as unit myfloridamarketplace user which includes searching new vendors, invoice payments, purchase requests and the inputting of vendor performance ratings. Serves as purchaser and approver in myfloridamarketplace with the authorization to approval payments in excess of $20,000.
Serves as Property Manager and Inventory Controller for the unit including verifying purchases for equipment and proper areas and scanning of property.
Performs fiscal, personnel, statistical reporting and other office management functions. Gathers and organizes information regarding problems while analyzing data to develop solutions or alternative methods. Documents findings and prepares recommendations for implementation of system changes. Reviews, files, forms, services and procedures, and discuss with management to identify problems and makes recommendations. Review the work of various offices, coordinating their activities and advising them on matters of policy administration. Prepares manuals, reports, procedures, and trains staff on new forms, software (People First). Serves as the Unit Training Records, Evaluation, and Scheduling System (TRESS) Coordinator for Department of Transportation and consultant staff. Coordinates, schedules, and registers units staff for training.
Serves as liaison for the Director of Business Development and Concessions Management. Performs planning and budget analysis. Represents the Director at meetings to furnish or obtain information. Represents the unit in meetings with public officials, other governmental agencies and the general public. Maintains current information of division policies and programs. Reviews the implementation of statutes, rules, regulations, policies and procedures for unit.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of contract principles, practices and processes; Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities related to the improvement of operations; Ability to perform arithmetical calculations; Skilled in the use of Microsoft Office suite; Ability to establish and maintain effective working relationships with others; Ability to organize and coordinate work assignments; Ability to communicate effectively; Ability to work independently.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
