Job Description
Responsible for performing Major Subcontract Program Management role in support of the DOMino Program to include definition of Major Subcontracts per BP 3.2 that sets guidelines for Subcontracts versus Procurement responsibilities. This position will also assist in Complex procurements that require additional oversight beyond purchasing of a standard COTs item. Candidate should have experience in managing the execution of subcontractor activities to cost, schedule and technical performance requirements and the ability to develop/execute strategies that maximize product pass through on programs. Responsibilities will also include support of proposal efforts that require Subcontract involvement and assist in making sure that programs are bidding Subcontract and Procurements as set forth in OM 3.1 Procurement Manual, BP 3.2 Designation of Subcontracts and OM 3.3 Subcontract Manual appropriately for timely and accurate bids. Must possess the demonstrated ability to understand and execute Major Subcontract Programs following C4S internal procedures and policies for purchasing.
Candidates must possess knowledge of work estimating, allocation, scheduling and progress measurement with a basic understanding of program schedules, risk areas, slack time and critical path analysis. Candidates will have experience organizing functional support within a heavy matrix organization to provide structured hierarchical management and reporting of subcontractor performance in program data and metrics for multiple programs.
Candidates will be required to demonstrate leading negotiations with subcontractors. Have experience in the understanding of program office value proposition and the ability to make effective trades within program trade spaces along with influencing subcontractor's expectations and develop win-win outcomes. Must have the ability to negotiate equitable adjustments to the baseline program as directed by the program manager, negotiate changes that benefit the business return for programs, and still meet the customer's needs. Candidates will have to apply advanced negotiation skills to solve internal, external and subcontractor's issues.
Candidates should have experience in advanced Risk and Opportunity Management techniques and the ability to apply them to subcontracts. Candidates will have the ability to recognize potential cost, schedule, or technical performance risk and opportunities with the Subcontractor work early and propose plans for internal program management agreement. Candidate must also have a proven track record of Scope Management skills to control subcontractor changes, maximize productivity, minimize cost and schedule impacts to the program as they relate to subcontractor work scope.
Candidates are required to have strong communication skills and ability to communicate issues, impacts, and corrective actions on subcontractors programs to the internal leadership team and programs. Candidates will be required to clearly and concisely report relevant information and to summarize data for senior management. Candidates may also be asked to mentor and provide leadership to junior Program Managers and Subcontract Managers.
Education and Experience
Bachelor's degree in a technical field or the equivalent experience is required. In addition, a minimum of 10 years of relevant experience is required. 2 years of leadership experience preferred. Management of a technical task preferred.
Must be able to travel 40% of the time
Applicant must be a US Citizen.
This position requires an active US Government Top Secret Clearance with CI Polygraph
Experience leading proposals is required. Any combination of education and experience can be considered commensurate.
Formal project management training required and a PMI certification is preferred
Familiarity using an EVM system to manage contract work. Candidate should be familiar with the guidelines in the American National Standards Institute/ Electronic Industries Alliance (ANSI/EIA) Standard-748-B.
