The State Department of Education is seeking a Data and
Reporting Coordinator to support the Special Education Programs .
The Special Education Data and Reporting Coordinator is a part of the special education team with key responsibilities for ensuring that school districts have the information and supports necessary to provide timely and accurate data to the state and that the State Department of Education (SDE) is in compliance with the Individuals with Disabilities Education Act (IDEA) with regards to reports and data requirements submitted by the SDE to the Office of Special Education Programs. The incumbent will travel periodically to provide technical assistance and training throughout the state. This is a full time position serving under an appointment of the State Superintendent of Public Instruction.

Responsibilities:
Acts as project leader on small to medium data collection projects.
Develops projects scopes and plans, coordinates implementation.
Seeks necessary input of SDE and LEA directors, advisory committees, technical staff, outside suppliers and the IT project team to develop, execute, and monitor project implementation.
Provides input into the development of large-scale projects.
Seeks necessary input of LEA directors or district staff to maintain an understanding of business requirements for data collection.
Consults with system developers and application design and review activities in order to facilitate integrated solution.
Ensure that systems specifications and requirements for data collections are documented and that the resulting data meet the need of its users.
Participates in the development of operational plans for the information and technology of the SDE and ensures the delivery of defined services on an operational level.
Participates in the development of information management procedures and policies, particularly with regard to the security of confidential data and accuracy, availability and timeliness of all data.
Compiles data and write all required reports to federal government, state legislature, state board or departmental personnel to include but not limited to: APR/SPP, 618, SSIP, Child Count, and other reports determined by Special Education Director or the Office of Special Education Programs.
Identifies benchmarks and timelines.
Responsible for the public reporting of data.
Provides technical assistance to the district data manager regarding uploading and verifying for data submission.
Keep abreast of legal issues that have implications for program compliance with an emphasis on data reporting, by attending required regional or national conferences.
Consults with SDE personnel in charge of disbursement of Part B funds with information and recommendations regarding district activities/requirements related to compliance with IDEA.
Minimum Qualifications:
Applicants must have a Bachelor's degree demonstrating considerable knowledge in the principles and practices of research, including the methods and procedures of statistical analysis.
Applicant must have at least 3 years of experience analyzing and utilizing data to make programmatic decisions.
Ability to prepare clear and accurate reports.
Demonstrate ability in survey design, research and analysis.
Applicant must have interpersonal skills and abilities to work effectively as a member of a team, promote team goals and maintain team climate.
Ability to prioritize and organize multiple activities to reach established goals.
Ability to establish and maintain effective collaborative working relationships with school districts, advisory, and community groups regarding special education.
Ability to travel periodically to provide technical assistance and training throughout the state.
Extra consideration will be given for the following
Qualifications:
Master's Degree is preferred. Consideration will be given for advanced degrees/experience in statistics and data analysis.
Applicant needs knowledge of the theory and practice of public education, including understanding of systemic planning.
Extensive experience in technical support writing.
Additional consideration will be given for experience with Special Education data systems.
Related Information: Reliable personal transportation is required to carry out applicable assignments within the State of Idaho. Mileage reimbursement is based on current State guidelines.
