Health Program Specialist - Rural Health

The Idaho Department of Health and Welfare is seeking a Health Program Specialist to provide program assistance for multiple state and federal programs in the Bureau of Rural Health & Primary Care. This position is responsible for developing, implementing, and assessing statewide programs and services that will improve access to healthcare in rural and underserved areas of Idaho.

Responsibilities:
Provide technical assistance to rural health clinics, rural hospitals, and communities
Develop and implement performance measures to monitor progress and outcomes of sub-grantees
Develop project goals, objectives, and strategies
Conduct site visits to rural clinics and hospitals to provide technical assistance
Develop and write federal grant applications
Prepare and submit grant progress reports, including outcome measures
Create and monitor multiple health-related contracts
Prepare program budgets, monitor program expenditures, and assure compliance with funding allocation and reporting requirements
Develop and implement website updates
Minimum
Qualifications:
Some knowledge of public health practices
Some knowledge of survey methodology and statistical procedures used to collect, analyze, and interpret data
Experience managing health-related projects
Additional
Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience below will increase your score.
1. Good knowledge of rural health system issues, including health workforce shortages. Typically gained through one or more years of professional experience or completion of a college-level course.
2. Experience providing technical assistance to rural hospitals, rural clinics, or communities. Typically gained through six months or more of professional experience.
3. Experience developing project performance objectives and measuring project performance. Typically gained through six months or more of professional experience or completion of a college-level course.
