FORMER FEDERAL EMPLOYEES: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. The majority of individuals, who accept reemployment with the Federal government within 5 years of receiving the VSIP amount, must repay the gross amount of the separation pay prior to reemployment.

NOTE: This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a trial period before their appointment becomes final. SUMMARY OF DUTIES:
Performs the full range of management functions which includes, planning, directing and evaluating program activities, developing goals, and making long-range program plans for a variety of programs and services, directly related to providing services to Indians.
Maintains a close working relationship and effective communication with tribal governing officials on matters involving federal tribal budgets, trust issues and resources, and other tribal concerns.
Provides technical and administrative assistance to improve the governmental, social and economic well being of the tribe and/or individual Indians.
Assures that Public Law 93-638, as amended, and self-determination is prevalent in decisions of the Agency.
Coordinates monitoring of grants and contracts with appropriate awarding officials, and Financial Mangers in order to ensure contractor an grantee adherence to applicable guidance an directives.
Provides direction and implementation of supervisory and managerial activities related to equal employement opportunity, and ensures merit based practices in the recruitment, selection, training and recognition process.
Develops short and long range goals and objectives, schedules and coordinates work, establishes or reviews work performance standards and evaluations.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0340).
GS-14: 1 year of specialized experience equivalent to the GS-13 grade level. Examples of specialized experience includes but not limited to the organization, mission, and objectives of BIA to carry out the management function as a Superintendent; public laws, rules and regulations, requirements, court rulings, relative to Indian affairs; Indian tribal trust resources and other Indian resources; Natural Resources; to comply with performance goals and to assess the progress toward attainment of those goals; to supervise, monitor and regulate employees in their performance of assigned or delegated tasks; and interpersonal skills. Thes examples are not all inclusive (please refer to the summary of duties for specialized experience).
SPECIALIZED
Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
