Our client in Bethlehem PA is seeking a Business Analyst to join the team

The Business Analyst is a member of the Portfolio Management Office (PMO) and supports the portion of its mandate to track and report on portfolios, programs and projects within its purview; develop and validate outcomes related to Cost-Benefit Analysis (CBA) and Return On Investment (ROI) analysis done at the beginning of the program and/or project lifecycle; assist in contract reviews; and oversight of IT outsourcing.

This position assists IT Project Owners with business related components within the Requested phase of project initiation and is also responsible for reporting on portfolio, program, and project performance throughout their lifecycle. This includes initial budget definition, cost-benefit analysis and ROI, planned versus actual of internal and external labor, project capital costs, post-project operating cost projections, benefits realization, and adherence to timelines. The Business Analyst is also responsible for project expense reconciliation along with the assigned program and project manager. This role works closely with Finance Department to not only ensure accurate accounting of project expenses but to also collaborate in the generation of a unified/network wide view of the project expense and value.

The Business Analyst is an active member of the PMO, contributing to the creation, further development and adherence of a project methodology.

WORK PERFORMED

JOB DUTIES AND
Responsibilities:
1. Preparation and maintenance of various PMO related financial documents such as PMO capital reports, consulting cost breakdowns, CBA, ROI, and others documents at the portfolio, program, and/or project level.
2. Work with project teams to develop initial budget estimates, CBA, and/or ROI deliverables based on the proposed project scope, value statements, business case alignment, budget and schedules.
3. Contributes in preparing project timelines; business benefits; feasibility; and priority.
4. Assists Project Requester and IT management in clearly defining and documenting detailed business requirements
5. Tracks, maintains, analyzes, and reports on PMO related data.
6. Works with PMs to perform regular project expense reconciliations between IT project expense management and finance applications.
7. Analysis and preparation of project expense projections.
8. Analysis and preparation of project expense variance reports.
9. Analysis and preparation of capital and operating project expense schedules for senior management as required.
10. Tracks IT capital expenditures and maintain the capital reporting.
11. Assists in the review of contracts, which are, or will be associated with projects.
12. Ensures a high level of quality service to the project stakeholders, IT management, and members of the PMO.
13. Aid finance with the monthly IT labor capital allocation and where required validate with the Project Managers
14. Ensures adherence to current PMO framework and methodologies.
15. Preparation of ad hoc resource utilization and other reports.
16. Compiles IT PMO metrics as defined.
17. Assists in the preparation of department budgets.
18. Aids in the approval of project invoices for processing.
19. Assists PMO management with the oversight of contractors/consultants.
20. Oversight of the IT project equipment inventory (Laptops, workstations, phones, etc) cushion.
21. Assists in the documentation of IT PMO standards, policies and procedures.
22. Works with project teams to ensure projects are delivered within budget.
23. Project management software administration, testing, and general oversight
24. Provides coaching, mentoring & guidance to the project teams, IT staff, and network staff where appropriate.
25. As needed assist Project Managers in the research of project expense or credit related questions.
26. Is an active member of the PMO, contributing to the creation, further development and adherence of a project methodology
27. Provides input to staff evaluations.
28. Participates in Hospital/Network Committees as assigned.
29. Maintains confidentiality of all materials handled within the Network/Entity as well as the proper release of information.
30. Complies with Network and Departmental policies regarding issues of employee, patient and environmental safety and follows appropriate reporting requirements.
31. Demonstrates/models the Network?s Service Excellence Standards of Performance in interactions with all customers (internal and external).
32. Demonstrates financial responsibility and accountability through the effective and efficient use of resources in daily procedures, processes and practices.
33. Complies with Network and departmental policies regarding attendance and dress code.

13. Possesses advanced knowledge of Microsoft Excel and working with Excel based financial models. Also has an intermediate to advanced knowledge of Word and PowerPoint. Knowledge of Microsoft Project or equivalent a plus.



Training and
Experience:
Minimum 3 years of financial, decision support, and/or business analytics experience is required.
Minimum 3 years of experience working in a team environment and an ability to work independently with little oversight is required.
Minimum 3 years of IT experience is required.
Minimum 3 years of experience working within a PMO or equivalent experience is preferred.
Minimum 3 years of healthcare experience is preferred.
Minimum 3 years of working with business analytic tools of benefit.

Application
Experience:
MS Excel, Word, and PowerPoint experience is required
MS Visio, SharePoint, and MS Project or AtTask is preferred.
Hospital Information System, Laboratory Information System, Radiology Information System, PACS, Pharmacy Information System, Medication Administration, CPOE, Orders Results Management Server, network, PC, and communication systems experience is a plus.

Hospital Operations Knowledge /
Experience:
3 ? 5 years of General Hospital Operation knowledge and experience is preferred.

Estimated Salary: $20 to $28 per hour based on qualifications.
