The Chief Engineer is responsible for the management, administration, supervision, and performance of maintenance and repair operations for a group of properties and may be assigned to stand a regular engineer's shift to operate building systems. The Chief Engineer will receive general supervision from the Operations Manager or other designated authority. Work involves lifting heavy mechanical equipment and components and may be performed in areas of extreme heat and cold.
Manages performance and personnel issues; conducts corrective action meetings with operations manager; performs staff evaluations; develops employee professional development plans; trains and coaches direct reports on job responsibilities and performance; reviews and edits staff evaluations
Effectively manages, directs, and instructs direct reports
Coordinates and conducts effective Toolbox Meeting and Orientation programs in accordance with Company standards and the specific needs of direct reports
Identifies staffing needs and recommends staffing adjustments; sets work schedule to maintain efficient labor utilization; assists with the selection process of new employees
Maintains responsibility for on call duty beyond regular business hours or ensures on call duty is covered
Implements the occupational safety and health program initiatives and standards
Attends and participates at supervisors meetings; leads bi-weekly Toolbox and other property staff meetings; co-chairs periodic engineering portfolio meetings; and attends periodic briefings with supervisor
Participates with program advisory groups research and standards development activities; makes recommendations to program advisory groups on adjustments to Company standards
Informs staff of all Company, departmental, portfolio, and property initiatives and announcements
Issues reports and summaries as required
Reviews and performs quality checks on operations documentation to ensure compliance with Company standards
Reviews, edits, and submits timesheets to manager; approves staff leave requests; tracks employees' leave balances
Assists with the management of budgets; approves purchase requisitions; controls, maintains accountability, and oversees the issuance and use of supplies, spare parts, tools, and equipment inventories
Assists with the development of capital expenditure plans and budget proposals
Assists with the development and implementation of energy conservation programs for assigned properties; continually implements operational adjustments and makes recommendations for equipment upgrades to reduce energy consumption
Communicates and assesses performance level and compliance with established standards; recommends supplemental property-specific standards to meet business needs
Performs quality control inspections and audits and documents follow-up actions
Serves as technical expert and resource for the portfolio team and property management team; works an engineer's shift when assigned or when required for vacancy and leave coverage; works a scheduled shift as required by property staffing configuration; assumes select duties of manager when required for absences or leave coverage
Monitors service request activity to manage customer service, staff performance and compliance to standards; analyzes service request data and reports for trends to diagnose issues and identify opportunities for operational changes
Maintains accurate property asset data; develops and manages preventive maintenance programs for assigned properties; manages performance and compliance to standards; reviews weekly schedule and assigns preventive maintenance requests and repair requests
Assists with the project bid process and oversees contracted services compliance, schedules contracted services
Performs other duties and completes special projects as assigned; and carries out assignments in an efficient and timely manner
Operates, maintains and repairs all electrical, mechanical, plumbing, life safety systems and other related equipment in assigned properties
Conducts daily mechanical tours according to Company standards and the schedule set by the supervisor to ensure the continuous, efficient and safe operation of equipment and building systems
Adjusts HVAC systems' controls to manage temperature and air circulation throughout the system to provide tenant comfort and meet lease requirements
Operates and monitors automation systems, logs, systems' measures, and alarms to identify and resolve problems and anomalies outside of normal operating parameters; adjusts systems as appropriate; and records and reports all faults, deficiencies, and other unusual occurrences to the supervisor
Performs preventive and reactive equipment maintenance as required by Company standards and manufacturers' specifications and documents actions/measures with the service request system
Places orders for components, parts and supplies to maintain the continuous and efficient operations of building systems
Quickly responds to and resolves tenant and property management service requests and documents actions with the service request system
Performs general building maintenance and repairs and paints equipment, mechanical and related spaces as needed
Conducts periodic inspections of mechanical, common and vacant spaces and appurtenances; maintains these areas in a clean, operational, orderly and safe condition
Responds to alarms and incidents of any nature, provides assistance when needed, and identifies recurring issues for follow up and correction
Ensures that required documentation, operating logs, and maintenance forms are completed accurately and clearly and are maintained in Company Compliance Books, paper files, and electronic data/filing systems
Responsible for complying with and enforcing policies from the Employee Manual, Operations Manual, safety guidelines, and accepted Company practices
Maintains a clean, safe, and accident free workplace and exercises common sense and good judgment when performing duties
Excellent attendance, reliability, and punctuality are essential functions of this position
Carry and utilize Company issued communication devices for emergency response and daily communication
As essential building personnel the responsibilities of this position occasionally require work beyond regular business hours, during weekends and on holidays on a scheduled, short-notice or emergency basis
Supervisory Responsibilities/Experience :
Supervisory
Experience: Three or more years preferred
Supervises teams and employees as assigned
Possesses strong leadership skills, capable of motivating and developing teams and individuals to exceptional performance through assessment, coaching/mentoring, conflict resolution
Education / Certificates, Licenses, Registrations :
A high school diploma or General Equivalency Diploma (GED) is required
Possess and maintain a current license as a Class Three Steam Boiler Engineer (at minimum) from the District of Columbia Department of Consumer and Regulatory Affairs Occupational and Professional Licensing Administration, or equivalent licensing acceptable to the Company
Specific licensure in another building-related trade is desired, but not required
Certification as a CFC Universal Technician from an US EPA-approved program is required
Building Owners & Management Institute International's (BOMI) Systems Maintenance Administrator (SMA) or higher designation is preferred
Technical Experience :
General Facility Operations/Maintenance/Repair
Experience: Ten or more years of experience within the disciplines of stationary engineering, HVAC, plumbing, electrical, fire protection, other mechanical systems and/or general building/facilities maintenance
Specialized
Experience: Five or more years in mechanical operations maintaining boilers, chillers and HVAC systems (large commercial/residential facilities preferred)
Experience managing operations, asset inventories and service history with a computerized maintenance management system
Familiarity with the operation of building automation systems is preferred
Ability to troubleshoot, diagnose and repair mechanical, electrical and plumbing systems, controls and components using appropriate tools
Ability to evacuate refrigeration systems, perform refrigeration leak tests, recover refrigerant and replace refrigerant system components following the current state and federal regulatory requirements for service and repair practices of refrigeration systems and components
Ability to read construction documents, blue prints, pneumatic mechanical and/or electric control drawings
General knowledge of safe work practices & OSHA regulations, OSHA 501 training is preferred
Intermediate proficiency with Microsoft Windows and Office software (Word, Excel and Outlook) to prepare reports and other operations documentation; general capability with the operation of a PC and mobile communication devices, including Internet browsers
