The Supervisory Financial Specialist is responsible for the financial management and administration, including accounting, budgetary and financial activities. Provide management with objectively-based information for making decisions on the administrative and programmatic aspects of its operations and management with Haskell Indian Nations University.
INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). FORMER FEDERAL EMPLOYEES: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. Perform advisory/technical services and a full range of management functions in planning, organizing, directing, and controlling the overall financial management for Haskell, including budgetary and accounting operations.
Assess implications of Congressional language and other Federal directives and guidelines for impact on Haskell.
Prepare briefings, documentation, and correspondence for presentation to Bureau of Indian Education and Indian Affairs in defense and justification of resources required for Haskell.
Review and analyze language in the appropriation/authorizations to assess potential impacts on Haskell programs and execution strategies.
Validate the accuracy and legality of payment vouchers prior to certification by the Supervisor and forwarding them to Administration for processing.
Develop, maintain, and monitor integrated financial resources management reporting system(s) for Haskell; Analyze, extract, summarize, and identify significant trends and issues.
SPECIALIZED
Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
For GS-12: 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal service.
For GS-13: 1 year of specialized experience equivalent to at least the GS-12 grade level in the Federal service.
Examples of qualifying experience include: expert knowledge of financial management concepts, principles and practices; financial management and accounting techniques and procedures; reviewing and analyzing financial plans and summaries, ensuring effective management and accountability of funds, applying analytical methods and techniques to identify and resolve accounting issues, advising on complex financial management issues.

SUITABILITY & CLEARANCE REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
DRIVING REQUIREMENT: Incumbent may be required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education.
FINANCIAL STATEMENT REQUIREMENTS: The candidate selected for this position must meet conflict of interest requirements of the Bureau of Indian Affairs (Standard Form 450, Executive Branch Confidential Financial Disclosure Report).
