U.S. Citizenship or National Apply online (See How to Apply section.) If selected for this position, you will serve as a Transporation Operations Specialist in the Federal Acquisition Service, Fleet Management Division. Responsibilities of the position include:
Provides advice and assistance on issues ranging from proper care and operation of vehicles to innovative customer service practices.
Evaluates contractor performance against Federal Fleet regulations.
Monitors customer compliance with preventive maintenance schedules, mileage reporting requirements, and Fleet Credit Card purchase guidelines.
Performs on-site reviews of vehicle inventory, and ensures adherence to vehicle replacement schedules.
Guides customers through the vehicle assignment and termination process, and maintenance and accident procedures.
If selected, you must meet the following conditions:
Serve a one year probationary period (unless you have previously satisfied this requirement).
Be able to make a direct deposit of your salary check to a financial organization.
Males born after December 31, 1959 and who are at least 18 years of age must have registered with the Selective Service.
Complete a Declaration of Federal Employment (OF-306) to determine suitability for Federal employment.
If you are not a current GSA employee, you must complete the Department of Homeland Security (DHS) Form I-9 to determine identity and employment (work status) eligibility. GSA will verify the information through the DHS e-Verify automated system. Any identified discrepancies must be resolved as a condition of continued employment.
Undergo a background investigation and receive favorable adjudication. This position has been designated as a Public Trust Position.
Have a current, valid State driver's license because this position requires that you operate a Government-owned or leased motor vehicle.
Position requires regular travel (day travel). There will be an moderate amount of local travel pertaining to customer and vendor visits.
Work performed is primarily in an office setting, however, position may involve prolonged periods of standing, stooping, and bending to assist the remarketing team at auctions, check vehicles during physical inspection, remove license plates and to exit and enter large and elevated trucks/cabs within the fleet.
The Category Rating procedure is being used to rate candidates. If you are found qualified for the position, your responses to the self assessment vacancy questions will be used to place you in one of the following categories: Qualified, Well Qualified, Best Qualified. Experience: You must demonstrate at at least one year of specialized experience equivalent to the GS-07 level in the Federal Service. Specialized experience is experience maintaining, retailing, purchasing, or the procurement of automobiles or automotive services, or in the operation of a commercial transportation facility or terminal; demonstrated knowledge of fleet operations; familiarity with Federal, State and municipal regulations governing the use of transportation vehicles; and the maintenance of vehicle inventories and cost computations.

B. GRADUATE EDUCATION : A master s degree or equivalent graduate degree OR have completed two full years of progressively higher level graduate education leading to such a degree with a major in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, or other fields related to the position.

C. A combination of specialized experience and graduate level education as described in A and B above that, when combined, fulfills the requirements.
The GS-11 salary range starts at $63,091.00 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. In order to qualify at the GS-11 level you must possess one of the following:

Experience: You must demonstrate at at least one year of specialized experience equivalent to the GS-09 level in the Federal Service. Specialized experience is defined as: working knowledge of fleet operations including acquisition, maintenance control, accident management, vehicle remarketing, and automated motor vehicle inventory management systems; experience developing studies to collect/review/analyze program effectiveness, improve/enhance existing systems; and formulate productive operations strategies and methods of competition. This experience must have required a familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles.
OR
B. EDUCATION : A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related with a major in one of the following: accounting, business administration, commerce, economics, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
C. A combination of specialized experience and graduate level education as described in A and B above that, when combined, fulfills the requirements.
