Air Reserve Technicians are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy ART positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Force Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

The primary purpose of this position is to serve as the Director of Analyses, Assessment, Lessons Learned, and AFSO21 Directorate (A9) at a major command (MAJCOM) responsible for directing the activities of the Directorate. This position is located in Headquarters Air Force Reserve Command (HQ AFRC) Directorate of Analyses, Assessment, Lessons Learned and AFSO21 at Robins AFB GA.
The incumbent provides leadership for analysis, assessment, lessons learned and AFS021 activities throughout the Air Force Reserve Command and HQ Air Force. The incumbent interfaces directly with HAF/A9, AF Studies and Analysis, Assessments and Lessons Learned and SAF/USM Director, AF Office of Business Transformation and Deputy Chief Management Officer, Air Force Lead MAJCOMS and AF/RE.
Responsibilities include: managing MAJCOM programs to meet command, Air Force and DoD-wide mission objectives; exercising full supervisory personnel management responsibilities (includes three divisions); and, serving as the senior technical advisor to the Commander/Vice Commander/Deputy Chief of the Air Force Reserve providing guidance, counsel, and advice on all issues concerning analysis, Assessment, Lessons Learned and AFS021 program and solutions to controversial and highly sensitive situations.
You must have one year (52 weeks) of specialized experience equivalent to the GS-14 or qualifying pay band or other pay systems in the Federal Government which has equipped the applicant with the knowledge, skills, and abilities required to successfully perform the duties of this position. Typically, this would involve providing senior leadership at a major command in performing management analyst duties. These duties would include planning, organizing and directing team work participating in activities involving analysis and assessment, Lessons Learned (LL) and continuous process improvement (CPI) throughout the Military, OR any directly related executive experience in analytical and process improvement. (To be creditable, experience you perceive must meet the above quality level requirements).
Knowledge, Skills and Abilities required are:
(1) Ability to plan, organize and direct the functions, supervise, mentor, motivate and apprise the staff through subordinate supervisors (2) Knowledge of analytical and evaluative methods and techniques, including qualitative and quantitative techniques (3) Knowledge of the substantive nature of military missions and functions, programs, policies, objectives, management principles and processes (4) Knowledge of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives (5) Knowledge of process improvement techniques and lessons learned for application to the MAJCOM's areas of concern

CONDITIONS OF EMPLOYMENT:
(1) The incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. (2) Position requires a background security investigation to determine suitability for employment and/or a security clearance. Must be eligible for security clearance required for the position. (3) If selected for an ART Officer position, you will be required to sign a mobility agreement prior to appointment. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by Headquarters, Air Force Reserve Command. (4) This is a key management position: incumbent is required to formulate, determine or influence training policies of the unit to which assigned. (5) Incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
