Serve as the principal advisor for the analysis, development, and implementation of policies, procedures and guidance on NSD and CS&C; programs and activities.
Act as the liaison for NSD in CS&C; wide program reviews and strategy development.
Revise policies and procedures to improve program productivity and effectiveness.
Prepare written and oral briefings for presentation to NSD, CS&C;, and departmental officials, Congress and key stakeholders.
To qualify at the GS-11 grade level, applicants must have one of the following:
A. One year of full-time specialized experience equivalent to the GS-09 grade level in the federal government performing all of the following: 1) assisting senior analysts in evaluating cybersecurity programs or projects; 2) evaluating ways to improve the effectiveness and efficiency of work operations; and 3) researching a given situation and presenting findings to senior colleagues.

B. Successful completion of three (3) full years of progressively higher level graduate education, or a Doctorate or Ph.D., or equivalent degree, e.g., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include security, business administration, public administration, finance, and management.
OR
C. A combination of experience described in A above and education described in B above. When combining education and experience, first take the total number of semester hours (or equivalent) earned and divide by 54 semester hours (or equivalent); then take the total number of months of experience and divide by 12 months; finally, add the two percentages. The total must equal at least 100 percent to qualify. _Only the graduate education in excess of 36 semester hours may be combined with experience to qualify._
To qualify at the grade GS-12 , applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as 1) advising on policies and procedures for cybersecurity activities for which there is precedence or directives in place; 2) improving the productivity and effectiveness of a program or organization segments; and 3) preparing portions of written or oral briefings for presentation.
To qualify at the grade GS-13 , applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as 1) advising on policies and procedures for cybersecurity activities for which there are no clear cut precedents; 2) improving the productivity and effectiveness of a program or organization; and 3) preparing written and oral briefings for presentation to management officials.

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

Background Investigation:
This position is a special-sensitive position and the tentative selectee must undergo and successfully complete a background investigation for a TS/ SCI clearance as a condition of placement/retention in this position.
