This announcement is open to any U.S. Citizen within the Kittery, ME commuting areas who is currently accepted for enrollment or enrolled in a qualifying educational institution (high school; 4-year college/university; community college; junior college; professional, technical, vocational, or trade school; advanced degree programs; or other qualifying institutions) in a full or half-time basis and seek a degree or certificate.
This position is located in the Portsmouth Naval Shipyard, Kittery, ME and is an Internship under the Pathways Program.

QUALIFICATIONS FOR THE GS-03
Completion of 1 full academic year post-high school study at an accredited college or university. (MUST SUBMIT TRANSCRIPTS.)
QUALIFICATIONS FOR THE GS-04
Completion of 2 full academic years of post-high school study or associate's degree at an accredited college or university. (MUST SUBMIT TRANSCRIPTS.)
QUALITY RANKING FACTOR: This position has a Quality Ranking Factor (QRF). This is a quality ranking factor that could be expected to enhance significantly the performance of the applicant in the position. The actual QRF is enrollment or accepted for enrollment in a qualifying degree or certificate in Accounting or Business. You do not have to possess the factor in order to be rated eligible. Suitable for Federal employment as determined by background investigation. Must be registered for Selective Service, see Legal and Regulatory Guidance You must obtain and maintain a Secret security clearance. Must be accepted for enrollment or enrolled in school. Must be at least 18 years of age. College transcripts are required and/or proof of enrollment. Overtime/shift/weekend/holiday work may be required.
Examines, verifies, maintains, and reconciles accounts and accounting data, prepares and analyzes reports.
Receives, disburses, and examines deposit and custody of cash items which includes handling cash items or use of cash accountability control methods.
Examines documents for accuracy, adequacy of documentation and compliance with regulations.
Determines pay, payroll records maintenance, and completion of reports pertaining to civilian employees of the Federal government.
Performs technician work in support of budget analysis and administration such as maintaining ledgers, budget formulation, compiling, consolidating, checking, and arranging funding data.
The duties and responsibilities at the GS-03 and GS-04 level are essentially the same as those at the full performance level except the incumbent is under closer supervision and receives more detailed instructions. The incumbent will become sufficiently familiar with the programs of the organization and their relationships with other organizations to satisfactorily perform the full range of duties of the position. This position has known promotion potential to GS-07.
_ELIGIBILITY:_

_PROGRAM COMPLETION AND CONVERSION:_
Interns may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program.
To be eligible for conversion, Interns must:
Be a US Citizen
Complete at least 640 hours of work experience acquired through the Internship Program
Complete their degree or certificate requirements
Meet the qualification standards for the position to which the Intern will be converted
Meet agency-specific requirements as specified in the Participant's Agreement, and
Perform their job successfully
Agencies may waive up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptional job performance.
In addition, students working in agencies through third-party intern providers may count up to 320 of the hours they work toward the 640 hour requirement.
Time spent under previous Internship Program appointments may count towards required work experience hours.
_QUALIFYING EDUCATION:_
1) A high school whose curriculum has been approved by a State or local governing body, or a home-school curriculum that has been approved by such a body or a State; and
2) Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the secretary of the U.S. Department of Education:
(i) A technical or vocational school;
(ii) A 2-year or 4-year college or university;
(iii) A graduate or professional school (e.g., law school, medical school); or
(iv) A home-school curriculum
Education completed in foreign colleges or universities may be used to meet the qualification requirements, if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
